1. The Republic of Moldova has received financing from the World Bank toward the cost of the MSME Competitiveness Project and intends to apply part of the proceeds toward payments under the contracts for Development and implementation of the e-Inspection platform for the inspection agencies of the Republic of Moldova.

2. The Public Institution “Project Implementation Unit of the World Bank Competitiveness Enhancement Project” acting as Project Implementation Unit of the MSME Competitiveness Project now invites sealed Proposals from eligible Proposers for procurement of Development and implementation of the Information System "Movable Collateral Registry" aimed to ensure the transition from the traditional paper-based business processes to extensive digitalization of movable collateral management in accordance with existing normative legal requirements and Technical Specifications.

3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70 %. and for Bid cost: 30 %.

5. Interested eligible Proposers may obtain further information from the Public Institution “Project Implementation Unit of the World Bank Competitiveness Enhancement Project” acting as Project Implementation Unit of the World Bank MSME Competitiveness Project, e-mail: piu@mded.gov.md and inspect the request for proposals document during office hours [09:00 to 17:00 hours] at the address given below.

6. The request for proposals document in English language may be requested by interested eligible Proposers upon the submission of a written application to the address below. The document will be sent by email.

7. Proposals must be delivered to the address below on or before June 16, 2026, 14:00 local time. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on or before June 16, 2026, 14:00 local time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

8. All Proposals must be accompanied by a Proposal-Securing Declaration.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
