Terms of Reference: Development and production of Project communication materials and Office signage for the FLR Hub in Madagascar Objective of the consultancy This consultancy has the following objectives: 1. Design, construct, and physically install high-quality office signage: Fabricate and mount prominent, weather-resistant, and energy-efficient outdoor illuminated LED signs featuring the official IUCN logo for the country office in Antananarivo and the regional office in Antsiranana to ensure maximum visibility and institutional recognition; 2. Format and design high-impact project communication and workshop materials: Visually layout and design promotional and educational materials (including posters, and brochures) to support regional multi-stakeholder workshops and public awareness campaigns; 3. Design, print, and produce customized visibility clothing: Create and deliver high- quality, branded visibility gear (including custom T-shirts, Polo shirts, and professional IUCN field vests “gilets”) to ensure strong visual presence for the team in the field, in town, and during official ceremonies with partners; 4. Format and print high-quality capacity-building training booklets: Visually design and print two hundred (200) copies of training and awareness booklets (in full color on durable paper) dedicated to the training of project partners and local farmers in priority landscapes; 5. Ensure compliance with international branding and compliance guidelines: Align all visual designs, physical signage, and publications with the official branding and communication rules of the IUCN, and IKI. As a globally recognized biodiversity hotspot, Madagascar’s ecosystems underpin national development, rural livelihoods, food security, and climate resilience. Despite strong commitments under the Bonn Challenge, AFR100, and national restoration strategies, translating these ambitions into large-scale implementation remains constrained by fragmented institutional coordination, limited investment pipelines, weak monitoring systems, and insufficient integration of local communities in restoration planning and implementation. The Global Forest Landscape Restoration Implementation Hub, funded by the International Climate Initiative (IKI) and implemented by a consortium led by IUCN in partnership with WWF and WRI, was established as a demand-driven mechanism to accelerate restoration at scale. The Hub supports countries in strengthening enabling conditions, developing investment-ready restoration pipelines, enhancing technical capacities, and mobilizing finance. In Madagascar, the project is hosted in partnership with the Ministry of Environment and Sustainable Development (MEDD) and operates in coordination with the National Committee for Landscape and Forest Restoration (CNRPF). Under Output II (Enabling environments), the project aims to develop multi-stakeholder action plans, build local capacity, and produce key communication and training materials to support decentralized restoration efforts. Additionally, to support project management, visibility, and on- the-ground presence. The project is establishing functional project offices at both national and regional levels. This consultancy will directly support these operational needs by producing high- impact, standardized visual identity signs, visibility clothing, and capacity building materials.
