The Ministry of Labor and Social Affairs / Social Protection Commission has received Grant and intends to apply for financing from the World Bank toward the cost of the Iraq Social Safety Net Enhancement Project (SSNSP), and intends to apply part of the proceeds toward payments under the contract for Development of a Cash Transfer Program (CTP) MIS for the Social Protection Commission “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing,
2. The Ministry of Labor and Social Affairs / Social Protection Commission now invites sealed Proposals from eligible Proposers for The MIS Design and Development component aims to create a new SPC CTP MIS and Mobile application, ensuring readiness for MOLSA's social registry development and integration with the Single Registry. Additionally, the objective includes a significant upgrade to enhance the adaptive capacity of the SPC CTP MIS system, enabling rapid response to expansion and shocks and facilitating the inclusion in poverty across various programs under MOLSA.
3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” March 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
4. Proposals will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Proposal cost: 30%.
5. Interested eligible Proposers may obtain further information from Ministry of Labor and Social Affairs / Social Protection Commission, E-mail ssnep@spa.gov.iq and inspect the request for proposals document during office hours 0900 to 1400 Baghdad Standard time at the address given below.
6. The request for proposals document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100,000 (One hundred thousands) Iraqi Dinars. The method of payment will in Cash. The document will be sent by direct handing over. The firms that had purchased the proposals document for the previous bid, SSNEP-SPC -NC01, shall receive the new document free of charge.
7. Proposals must be delivered to the address below on or before 11-06-2026 11:00 AM Baghdad Local Time Electronic Bidding will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 11-06-2026 11:00 AM Baghdad Local Time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
8. All Proposals must be accompanied by a “Proposal Security” of 30,000,000 Iraqi Dinars or equivalent valid to 07-10-2026 in the name of Proposer (in case of JV the Proposal Security should be in the name of all JV partners) in favor of. Ministry of Labor and Social Affairs / Social Protection Commission.

9. A pre-Proposal meeting for interested eligible Proposers will be held on Monday, 11-05-2026, at 10:00 AM Baghdad Local Time at the address in item 11.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
