SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Assignment Title: Development of eFTI Secondary Legislation - Republic of Serbia Assignment Countries: Serbia ASSIGNMENT DESCRIPTION The Government ofSerbia has taken decisive steps to digitalise logistics and transportoperations by aligning national practices with international standards and theEuropean Union's regulatory framework. A central instrument guiding thistransformation is the EU Regulation 2020/1056 on Electronic Freight TransportInformation (eFTI Regulation), which aims to streamline digital informationexchanges across borders. Effective implementation of the eFTI system requiresextensive legal alignment, technical assessments, stakeholder engagement, andsystem integration. Under the firstphase of the Serbia engagement (2025–2026), IFC provided comprehensive legaland advisory assistance to the Ministry of Construction, Transport andInfrastructure (hereinafter: the Ministry) to support the drafting of the legalframework to transpose the EU Regulation 2020/1056 into Serbian law. Thatassignment resulted in a finalised draft Law on Electronic Freight TransportInformation, prepared in cooperation with GIZ regional Western Balkans eFTIproject (hereinafter: the eFTI Law). Additionally, the team prepared the draftLaw on Contracts in Road Cargo Transport which introduces the eFTI Regulationprovisions into the road cargo transport and its Regulatory Impact Assessment.In parallel, multiple stakeholder consultations were held, and the team hasprepared an EU benchmarking study and organized a study visit to Italy.Furthermore, the Law on Ratification for e-CMR Additional Protocol, along withthe accompanyinglegal explanation was drafted and adopted by the National Parliament in July2026 enabling use of electronic CMR. With the primarylegislation now drafted, the challenge shifts to the secondary legislativelayer. Article 17 of the eFTI Law establishes a mandatory 12-month deadlinefrom entry into force for the adoption of all implementing by-laws. The following provisions ofthe Law contain explicit ministerial mandates to prescribe secondarylegislation: · Article5 - the Minister in charge for transport shall prescribe the contentand detailed rules for the exchange of regulatory information, commonprocedures, methods of submission, storage and processing of data in freighttransport, access of competent authorities to eFTI platforms, and communicationbetween competent authorities and economic operators; · Article6 - the Minister in charge for transport shall prescribe national eFTIdataset subsets compatible with EU technical specifications, within nine monthsof the adoption or amendment of those specifications by the EuropeanCommission; · Articles10 - the Minister in charge for accreditation shall prescribe theconditions for accreditation of conformity assessment bodies; · Articles12 - the Minister in charge for transport shall prescribe thefunctional requirements for eFTI platforms and eFTI service, as well as therequirements for the certification of eFTI platforms and eFTI serviceproviders; · Article17 - all implementing by-laws shall be adopted within 12 months fromthe date of entry into force of the Law. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now NOTES Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase.
