1. The Ministry of Finance & Development Planning (MFDP) under the Governance Reform and Accountability Transformation (GREAT) Project (the Recipient) has been allocated credit funds (the “Credit”) from the International Development Association (IDA) (the “Bank”) and executed by the Ministry of Finance & Development Planning (“the Client”). The Ministry of Finance & Development Planning (MFDP) intends to apply the funds to eligible payments under the contract for which this Request for Proposal is issued. Payments by the Bank will be made only at the request of the Ministry of Finance & Development Planning/GREAT Project and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the credit agreement. The credit agreement prohibits a withdrawal from the credit account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security Council taken under chapter VII of the charter of the United Nations No party other than the Republic of Liberia shall derive any rights from the credit agreement or have any claims to the proceeds of the credit. If applicable: “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

2. The Liberia Revenue Authority (LRA) in collaboration with the Liberia Land Authority (LAA) now invites sealed Proposals from eligible Proposers for the Development of an Integrated GIS-Based Fiscal Cadastre and Property Tax Enhancement System and its implementation in Selected Urban Areas of Liberia (Nine (9) Cities across Seven (7) Counties).

3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, September 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30% and for Bid cost: 70%.

5.  Interested eligible Proposers may obtain further information from the Project Management Unit, 4th Floor, Transformation and Modernization Division, ELWA Junction, Paynesville, Liberia and inspect the request for proposals document during office hours 0900 to 1600 hours.

6.  The request for proposals document in English may be obtained by interested eligible Proposers upon the submission of a written application to the address below. The document will be sent by email to the interested bidders.

7. Proposals must be delivered to the address below on or before October 8, 2026. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on October 8, 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

8.  All Proposals must be accompanied by a Proposal Securityof $20,000.00 (Twenty Thousand United States Dollars).

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
