1.The Government of Uganda represented by the National Information Technology Authority Uganda (NITA-U) has received financing from the World Bank toward the cost of the: Uganda Digital Acceleration Project-Government Network (UDAP-GOVNET), and intends to apply part of the proceeds toward payments under the contract for the development, implementation and operationalization of the National ICT Infrastructure Spatial Data Store (NISDS)

2.National Information Technology Authority-Uganda (NITA-U) now invites sealed Bids from eligible Bidders for the development, implementation and operationalization of the National ICT Infrastructure Spatial Data Store (NISDS)

3. The procurement process will be conducted through open international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” (July 2016, revised February 2025) and is open to all eligible bidders as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70 %. and for Bid cost: 30 %.

5. Interested eligible Bidders may obtain further information from National Information Technology Authority-Uganda and inspect the request for bids document during office hours 0800 to 1700 hours from Monday to Friday at the address given below.

6. The request for bids document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Ugx.200,000 (Two Hundred Thousand Uganda Shillings Only) or equivalent in a freely convertible currency. The method of payment will be the Electronic Funds Transfer (EFT) Bank account number: 006550058000001, Customer name: National Information Technology Authority, Uganda (NITA-U), Account title: NITA-U Local Revenue Expenditure Account, Bank Name: Bank of Uganda Swift Code: UGBAUGKA. A PDF bidding document shall be sent to the potential bidder electronically upon receipt of confirmation of payment.

7. Proposals must be delivered to the address below on or before Wednesday, 19th August 2026 at 1100 Hours East Africa Time. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on Wednesday, 19th August 2026 at 1105 Hours East Africa Time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening

8.A pre-bid meeting will be held 22nd July 2026 at NITA-U Head Office, Palm Courts, Plot 7A, Rotary Avenue at 1100 Hours East Africa Time with an Online Virtual Meeting using zoom – A link will be shared with all registered bidders prior to the date of the meeting. The bidders who wish to attend the meeting shall register and submit their official email addresses not later than one (1) day to the date of the meeting to steven.batte@nita.go.ug

9. All Bids must be accompanied by a Bid Security of Uganda Shillings;62,000,000 /= (Uganda Shillings Sixty-Two Million) or equivalent amount in a freely convertible currency.

10.Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
