1.        The Government of Sierra Leone (GoSL) has received financing from the World Bank toward the cost of the Accountable Governance for Basic Service Delivery Project and intends to apply part of the proceeds toward payments under the contract for Development/Customization, Installation, Implementation, Commissioning and Maintenance of a Public Investment Management Information System (PIMIS).

2.        The Accountable Governance and Basic Service Delivery Project now invites sealed Proposals from eligible Proposers for Development/Customization, Installation, Implementation, Commissioning and Maintenance of a Public Investment Management Information System (PIMIS) in Sierra Leone. The proposers are required to implement key features of the PIMIS system in Sierra Leone 1 year and maintain the system for 3 years.  The resulting PIMIS will be wholly owned by the Government of Sierra Leone.  The Firm will be responsible for the support and maintenance of the system following commissioning to address any emerging issues while undertaking maintenance activities.

3.        The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” First published - July 2016, Second Edition - November 2017, Third Edition July 2018 and Fourth Edition - November 2020, September 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

4.        Interested eligible Proposers may obtain further information from the Project Management Unit, Project Coordinator -2nd Floor, 19 Wellington Street Freetown or via email to agbsdproject2022@gmail.com. RFP can be inspected during office hours 0900 to1700 hours Monday to Friday at the address given below at 9.

5.        The request for proposals document in English language may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of SLE 2,400 (Two Thousand Hundred Leones) or $100.00 (One Hundred United States Dollars). The method of payment will be by bank transfer, wire transfer, or direct deposit in the below bank account:

6.        Proposals must be delivered to the address below on or before 26th June 2026. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 26th June 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

7.        All Proposals must be accompanied by a Proposal Security of USD 20,000 (United States Dollars Twenty Thousand Only) or its equivalent in a freely convertible currency from a reputable Commercial Banking Institution.

8.      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
