Development of a website for the Ministry of Environment and Sustainable Development

Agency: FAO | Reference: 2026/FRDJI/FRDJI/138293 | Type: Invitation to bid The Food and Agriculture Organization of the United Nations (FAO), with the support of the Green Climate Fund (GCF), is implementing the GCP/RAF/528/GCR project "Strengthening Strategic Frameworks & Processes to Access to Climate Finance in Madagascar & Djibouti" to strengthen the institutional, technical, and strategic frameworks for better access to climate finance in Djibouti and Madagascar. This Readiness project is jointly implemented with the Ministry of Environment and Sustainable Development. Within the framework of this Readiness project, a national climate data sharing platform has been developed to support climate planning, public policy monitoring, and reliable data-driven decision-making. However, the Ministry of Environment and Sustainable Development (MEDD) currently has no institutional website to ensure its online presence and redirect users to this platform. The present contract exclusively covers the design, development, and launch of the MEDD's institutional website. It is therefore necessary to provide the ministry with an official, functional, and scalable website, serving as an institutional showcase: presentation of the ministry and its missions, general secretariat, departments, articles and news, ongoing projects (including the Readiness project), official documents, legal framework, addresses and contacts (phone numbers, addresses, emails), as well as a visible access point to the national climate data sharing platform. In this context, the national service provider will be responsible for designing, developing, testing, and launching the official MEDD website, in close collaboration with the Directorate of Environment, the National Designated Authority (NDA), and the Readiness project team. The provider will be responsible for all procedures related to hosting and domain name registration: they will submit costed proposals (comparison of costs and services) for website hosting and domain name registration, prioritizing the national domain ".dj"; the least expensive solution meeting the technical and security requirements will be selected after validation by FAO and MEDD. The domain name and hosting will be registered in the name of MEDD, which will remain the sole owner. The website must be scalable and administrable in "low-code" mode: an administrator designated by the ministry must be able to log in and modify important information on the site (articles, news, contacts, content) without programming skills, as the ministry does not have a dedicated IT team for maintenance. The provider must first gather the detailed needs of the ministry to precisely define the expected content and functionalities, and provide training to the staff responsible for updating and maintaining the site. The overall objective of the mission is to provide MEDD with a functional, scalable, and sustainable institutional website, enhancing the ministry's visibility and access to environmental and climate information, particularly through redirection to the national climate data sharing platform developed as part of the Readiness project. The website should be inspired, in terms of structure, ergonomics, clarity of the sitemap, and presentation of institutional content, by the best practices of reference ministerial websites responsible for the environment, such as the website of the French Ministry of Ecological Transition (https://www.ecologie.gouv.fr/), while being adapted to the context, visual identity, and resources of MEDD. The website must also be fully accessible and perfectly functional from a mobile phone, as the majority of users in Djibouti access the internet via smartphone.
