Description
The Metropolitan Manila Development Authority (MMDA) has received financing from the World Bank toward the cost of the Clean Philippines, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include but not limited to assessment of the solid waste management sector in 17 Local Government Units (LGU) in National Capital Region (NCR) to inform the design of the proposed Clean Metro Manila, in particular for the provision of performance-based grants. The consulting firm will be required to undertake strategic assessment of policy, institutional, governance, technical/service delivery and financial aspects and provide recommendations on the potential solutions/model to fill the existing gaps to inform the project design of Clean Metro Manila. Specifically, this assignment will provide clear picture of the present state of waste collection, segregation, diversion, transport, processing and disposal. Furthermore, this assignment shall identify gaps between policy requirements and actual practice at the barangays, cities, municipalities and offer evidence to guide planning, resource allocation and capacity-building. The firm shall also establish a benchmark to measure progress as implementation unfolds. The projected implementation period should not exceed more than eight (8) months and is projected to start within the 3rd quarter of this year.
The detailed Terms of Reference (TOR) for the assignment is attached to this request for expressions of interest.
The MMDA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1.) The firm should have at least five (5) completed or on-going solid waste management project.
2.) The firm should have experience in conducting work with Bilateral/Multilateral Development Organizations as well as the Philippine Government;
3.) Consultants are required to submit the following:
- Company profile including list of relevant experience
- Business registration or equivalent documentation demonstrating company’s legal standing
- Mayor’s Permit or Business Permit (For foreign firm, please provide equivalent document)
- Tax registration or equivalent
- Audited financial statement from the past two (2) years or letter of financial capability
- Notarized Sworn Statement certifying that all information and documents submitted are true, complete and authentic to the best of its knowledge and that the submission is in compliance with applicable World Bank Procurement Regulations including 1.9 Conflict of Interest, 1.10 Unfair Competitive Advantage and 1.11 Eligibility.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Consultants shall have a country presence with experience working with developing countries through the firm’s own branches, consortium of sub-contracting with local firms.
A Consultant will be selected in accordance with the Consultants’ Qualifications (CQS) method set out in the Procurement Regulations.
