A need of approximately 28,160 person-hours is expected for the entire contract duration of four years (corresponding to 7,040 person-hours per year). A minimum purchase quantity of 3 person-years over the minimum contract duration (two years) is guaranteed. The requested support services are to be used in the Application Management (AM) area of the mentioned department and will be provided in various functional units or AM teams. The focus of the work environment is on technical process operation, i.e., the setup, operation, and further development of the specific technical and logical IT environment of the respective process (e.g., database instances, applications, web front-ends, or client components) including the various interfaces. The operation of the underlying infrastructure is also carried out to varying degrees by this AM. This ranges from the coordination and accountability for the services provided by other operational units of the HZD to the in-depth technical operation of the IT infrastructure. Therefore, the contractor is expected to have both good knowledge and experience in managing the applications and, in some cases, in-depth knowledge of the underlying infrastructures in all fields of activity (subject areas). The technical work environment of the AM team in the Client Management area is very diverse. The application processes are based on Windows technology. Windows servers and MECM systems are in use. A large part of the underlying systems is located in the HZD server rooms (in Wiesbaden and Mainz). In addition, systems located at customer sites (of the departments) are also maintained. The communication basis for all systems is the HessenNetz. All customer systems are usually connected to this state-owned, secure, and isolated network and can communicate with each other via it if necessary. The HessenPC, which is currently based on Microsoft Windows 11, serves as the workplace system for customers. On the one hand, new customer requirements must be met, and on the other hand, the system environments must be further developed from a technical and economic perspective. Furthermore, state political demands must be increasingly implemented or integrated. To meet these new tasks, there is a short- to medium-term need for highly specialized and experienced support staff in this area. Both the introduction of new processes (from planning through setup to full operational introduction) and the implementation of more complex process updates or upgrades and releases should be most effectively carried out by an AM team that has the latest knowledge of the software used and many years of experience in this area. Due to the classification of the HZD as a vital institution of the state of Hesse, the deployed personnel may, depending on the area of deployment, be subject to an extended security check (SÜ2) based on the Hessian Security Check and Classified Information Act (HSÜVG). This will be agreed upon in the respective individual order. The contractor is obliged to perform the services to be provided with the utmost care and in accordance with the contractual agreements, the state of science and technology, and the principle of economic efficiency. He confirms that he possesses all necessary knowledge and experience and that he has qualified personnel with the necessary knowledge and experience available and deployed to be able to fulfill the contractual tasks without restriction.
