Het Hoogheemraadschap Hollands Noorderkwartier (HHNK) is de beheerder van de Waddenzeedijk tussen Den Oever en Den Helder. De dijken tussen Den Oever en Den Helder voldoen niet aan de wettelijke normen voor waterveiligheid. Het betreft de deeltrajecten Balgzanddijk, de Amsteldiepdijk en de Wieringer Zeewering. Deze deeltrajecten maken onderdeel uit van de normtrajecten 12-1 (Balgzanddijk en Amsteldiepdijk) en 13-5 (Wieringer Zeewering). Deze dijktrajecten worden versterkt binnen het landelijke Hoogwaterbeschermingsprogramma (HWBP). Hoogheemraadschap Hollands Noorderkwartier is de beheerder van deze dijken.
