Direct award of a total advisor agreement for Vesthimmerlands Forsyning's upcoming expansion of the administration building.

Vesthimmerlands Forsyning (Vesthimmerlands Utility Service) has announced its intention to directly award a total consultancy agreement to Sweco A/S for the expansion of its existing administration building. This direct award is being made without prior public advertisement, in accordance with Section 80, Paragraph 3, Item 2 of the Danish Public Procurement Act. The project is envisioned as a flagship initiative focused on significantly increasing the reuse of building materials that would otherwise be considered waste. As one of the first projects of its kind in Denmark, the utility plans to reuse an entire building section from a decommissioned school within the Vesthimmerlands Municipality. This section will then be re-erected at Stengårdsvej 33, 9670 Løgstør. The new expansion will provide facilities including a canteen, office spaces, meeting rooms, and educational areas. Sweco A/S will undertake this task in collaboration with Upcycling Forum ApS and Pluskontoret Arkitekter A/S. Vesthimmerlands Forsyning has determined that Sweco A/S, along with its sub-consultants, possesses the necessary interoperability and expertise, particularly given Sweco's significant contributions to the initial project optimization. The utility cited the project's complexity and the need for specific know-how and experience from similar past projects as justification for this direct award, having found no other market actors with comparable experience after an investigation. The construction of the expansion itself will be tendered separately under a main contract. Therefore, only the consultancy services for the expansion are being awarded through this negotiated procedure without prior publication.
