- The Government of Pakistan has received credit from the International Development Association towards the cost of Balochistan Water Security and Productivity Improvement Project (BWSPIP) and intends to apply part of the funds to cover eligible payments under the following Contract for Works of Flood Management of Kachhi Plains:

- The Project Director, BWSPIP now invites sealed bids from eligible bidders for Construction Works of above-mentioned contract.
- The Procurement will be conducted through National Competitive Bidding (NCB) method as specified in the “World Bank Procurement Regulations for IPF Borrowers”, dated September 2023
and is open to all bidders from eligible source countries as defined in the Procurement Guidelines. In addition, please refer to paragraph 3,14 of Procurement Regulations that sets forth the World Bank’s policy on conflict of interest.
- The completion time for whole of the scope included in the contract package mentioned is 36 months. Interested eligible bidders may obtain further information from Office of the Project Director, Balochistan Water Security and Productivity Improvement Project (BWSPIP) at the address given below.
- A complete set of bidding documents in English may downloaded free of cost from Project website (www.biwrmdp.org.pk) after filling a basic information form which will be used for any future coordination. Purchasers assume no responsibility of bidding documents obtained from any other source. The document may be collected in person. Additional Charges of Rs. 1000 for each contract will be payable if the documents are required through courier.
- A pre-bid conference will be held in the office of Project Director, Balochistan Water Security and Productivity Improvement Project (BWSPIP-FMKP) at the Balochistan Irrigation Department-Project Implementation Unit (BID-PIU), 117/41-A1, Sammungli Road, Jinnah Town, Quetta on 02 June 2026. Bidders have the option of participating online as well as per following details.
- The bidders who wish to attend online Pre-Bid meeting should submit request for invitation via email at Email ID: pd.bwspip@gmail.com on or before the Pre-Bid meeting date on or before 10:30 AM, after that no request would be entertained”.
- A virtual option for those who prefer to participate remotely, a ZOOM link will be generated and provided to ensure that interested bidders can join the Pre-Bid Meeting virtually from any location. The Link will be sent to all interested bidders well before the Pre-Bid Meeting
- Any questions/queries may be delivered to the address given below in writing at least ten (10) working days before the deadline for submission of bids.
- Bids must be delivered to the address below on or before 11:30 hours of 16 June, 2026 at which time they will be opened publicly in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below. Electronic bidding will not be permitted. Late bids will be rejected.
- Bids shall be valid for a period of 90 days after Bid opening and must be accompanied by bid security of PKR 20 million.
- All bidders shall be required to submit with their bids, qualification information specified in the bidding documents. This information shall be used to establish through post-qualification whether the bidder is qualified to carry out the works.
- Bids are required to be submitted on item rate basis (not on the basis of Composite Schedule of Rates with percentage premium) and the rates and amounts (in Rupees) must be filled by the bidder for each item in the Bill of Quantities and provide a total price. Non-compliance may result in rejection of bid. Bidders should give their best and final price in their bids as no negotiations are expected.
- As provided in the bidding documents, bidders engaged in corrupt or fraudulent practices (including collusion/pooling) will be declared ineligible, either in indefinitely or for a stated period of time, to be awarded a contract financed by the World Bank.
