District Heating Network Performance, Operational Monitoring and Planned Maintenance Services Mid and South Essex NHS Foundation Trust is undertaking pre-market engagement in advance of a planned procurement for the provision of Performance, Operational Monitoring and Planned Preventative Maintenance Services for the Trust's District Heating Networks and LTHW dual fuel boilers for the Basildon and Broomfield Hospital sites; with the potential for additional services at the Southend site. The Trust has recently invested in significant decarbonisation infrastructure across its hospital estate, including district heating networks, energy centres, plate heat exchanger installations, thermal stores, pumps, boilers and specialist control systems. The Trust is seeking to engage with suitably qualified maintenance providers to better understand market capability, innovation opportunities and contract delivery models prior to commencing a formal procurement process. Indicative Scope The successful contractor may be responsible for: • Planned preventative maintenance (PPM) • Operational monitoring and performance management • Remote monitoring and alarm management • 24/7 reactive maintenance and emergency call-outs • BMS and controls maintenance • Water treatment monitoring and management • Boiler and heating plant maintenance • Pressurisation systems • Pumps and distribution networks • Plate heat exchangers • Thermal stores • Heat metering systems • Fuel oil infrastructure • Lifecycle planning and asset management • Energy performance optimisation and reporting • Coordination with specialist subcontractors and CHP maintenance providers where required.
