DNS for small businesses employing disadvantaged persons in the labor market – simple construction or similar works

This tender establishes a Dynamic Purchasing System (DPS) for simple construction or similar works, designed to engage small enterprises that prioritize the employment of individuals facing disadvantages in the labour market. The scope of works covered by this DPS includes, but is not limited to, demolition and earthworks, site preparation, road repair, construction assembly, and general building construction. A key requirement for participation in this DPS is that tenderers must employ a minimum of three (3) individuals who are considered disadvantaged in the labour market. This employment can be through standard employment contracts or through agreements for work performed outside of an employment relationship. The DPS defines disadvantaged persons broadly, encompassing individuals who have been registered as job seekers for at least five consecutive months, those registered for a cumulative total of at least five months within the last two years, individuals with lower educational qualifications (e.g., incomplete basic education, basic education, secondary education without a school-leaving exam or apprenticeship certificate), individuals recently released from prison or alternative sentences, those with a criminal record, and individuals who are socially excluded or at risk of social exclusion (including users of social services, asylum seekers, and persons with cultural or religious differences). Furthermore, the contracting authority specifies that certain individual contracts awarded within this DPS will be reserved for small enterprises, as defined by Commission Recommendation 2003/361/EC concerning the definition of micro, small and medium-sized enterprises.
