Dynamic Purchasing System for small businesses employing disadvantaged persons on the labor market – simple services

The subject of public contracts awarded within the established Dynamic Purchasing System (DNS) will be simple services, namely: • Cleaning works in the premises of buildings / on construction sites where construction work is being carried out for the Contracting Authority as the investor • Cleaning works on public roads managed by the Contracting Authority. • Waste management and disposal services (excluding hazardous waste) o collection and disposal of rubble and construction waste from buildings where construction work is being carried out for the Contracting Authority as the investor; o collection and disposal of other waste. • Non-construction maintenance of supporting and retaining walls and noise barriers, and structurally connected or (adjoining) structures, in the estimated scope: o cleaning of structures with pressurized water. o removal of deposits, silt, and moss. o removal of invasive vegetation on and around the structure. o cleaning of gutters, drainage holes, and other drainage elements. o lubrication of movable pins, door hinges on escape routes of noise barriers. o the scope of performance may also include local application of protective coating against algae and moss. o the scope of performance will also include the disposal of all waste generated in connection with the execution of the public contract. Participation in the DNS is reserved for suppliers who employ disadvantaged persons on the labor market, in the number of at least three (3) persons. For the purpose of participation in the DNS, the supplier will prove this fact through a declaration of truthfulness. Disadvantaged persons for the purposes of the DNS are considered to be: • Persons who, before the date of submitting an offer for a partial performance from the DNS, have been registered with the employment office for at least five (5) consecutive months. • Persons who, in the last two (2) years prior to the date of submitting an offer for a partial performance from the DNS, have been registered with the employment office for a total of at least five (5) months. • Persons with lower educational qualifications, which for the purposes of the DNS means incomplete primary education, completed primary education, secondary or vocational secondary education without a school-leaving certificate and a trade certificate (fields of category J of the framework educational program). • Persons released from serving a prison sentence or alternative penalty. • Persons with a criminal record. • Socially excluded persons or persons at risk of social exclusion (persons who have been or are users of registered social services according to Act No. 108/2006 Coll., on social services, as amended, asylum seekers and participants in asylum proceedings in the Czech Republic, persons with cultural and religious differences, and other socially disadvantaged persons). The contracting authority further states that some of the partial contracts awarded within the DNS will be reserved for small enterprises within the meaning of Commission Recommendation on the definition of micro, small and medium-sized enterprises No. 2003/361/EC of 6 May 2003, i.e., for enterprises with a maximum of 10 employees and an annual turnover or balance sheet total not exceeding EUR 2 million.
