Description

Milton Keynes City Council are currently out to tender for the provision of Domestic Abuse Support Services. This procurement is being undertaken via the Open procedure as permitted under Section 20 of the Procurement Act 2023. This provision will support the Council in meeting its duties under the Domestic Abuse Act 2021 and delivering the priorities set out in the Milton Keynes Prevention of Domestic Abuse Strategy 2026–2028. To prevent gaps in delivery, communication, joint working and aligned pathways between services must be maintained if multiple providers are appointed to the Lots. The requirement is structured into three individual Lots and four combined Lots, as set out below: • Lot 1: Integrated Domestic Abuse Support Services • Lot 2: Domestic Abuse Refuge Support Services • Lot 3: Domestic Abuse Outreach Service • Lot 4: Lot 1 (Integrated Domestic Abuse Support Service) and Lot 2 (Domestic Abuse Refuge Support Service) Combined • Lot 5: Lot 1 (Integrated Domestic Abuse Support Service) and Lot 3 (Domestic Abuse Outreach Service) Combined • Lot 6: Lot 2 (Domestic Abuse Refuge Support Service) and Lot 3 (Domestic Abuse Outreach Service) Combined • Lot 7: All 3 Lots Combined (Lot 1: Integrated Domestic Abuse Support Service, Lot 2: Domestic Abuse Refuge Support Service, and Lot 3: Domestic Abuse Outreach Service) Bidders may submit a tender for a single Lot, multiple Lots, or any combination of Lots. Suppliers that would like to take part in this tender process are invited to "Express Interest" upon which they will be given access to the full tender documentation through the Councils E Tendering system: https://in-tendhost.co.uk/milton-keynes/ Suppliers will be notified by email and the tender documents can be accessed from the "My Tenders" area of this website be electing the "view details" button for this tender Deadline for submissions for this tender will be 12 Noon 8th September 2026 The service will operate as a central ‘front door’ for support, offering accessible assistance to all individuals experiencing domestic abuse, including those who remain within their relationships. It will provide tailored information, advice, and guidance; crisis intervention and advocacy that reflects each person’s unique circumstances, background, and cultural context. In addition, the service will facilitate onward referrals and signposting to specialist organisations and resources that can offer further support. Further information about the Council’s requirement is set out in the Lot 1 Service Specification. This service will provide specialist refuge support for women and their children fleeing domestic abuse, improving their safety, wellbeing, and recovery. Delivered across two purpose-built refuge sites, owned by Bedford Pilgrims Housing Association (BPHA) in Milton Keynes, the service will offer safe accommodation and trauma-informed support to women fleeing domestic abuse and their children, including safety planning, advocacy, and move-on assistance. Further information about the Council’s requirement is set out in the Lot 2 Service Specification. This service will provide specialist support for people experiencing domestic abuse; improving their safety, wellbeing, and recovery. It will deliver: • Outreach support including remotely via digital solutions • Resettlement support to people placed in temporary accommodation, including refuge • Target hardening and security measures via Sanctuary support to people remaining in their homes, or on returning home on leaving refuge Further information about the Council’s requirement is set out in the Lot 3 Service Specification. Lot 1 (Integrated Domestic Abuse Support Service) and Lot 2 (Domestic Abuse Refuge Support Service) Combined. If bidding for Lot 4 , bidders must complete the requirements as follows: o Complete Lot 1 and Lot 2 quality questions; o Submit Lot 4 pricing schedule Where bids are submitted for combined Lots (Lots 4, 5, 6 and/or Lot 7), the Council expects that pricing will reflect efficiencies and economies of scale resulting from the award of multiple Lots to the same provider.
