Impact study for the SPP Lazy project

The subject of the public contract is the processing of a comprehensive impact study for the Strategic Business Park (SPP) Lazy project, focused on evaluating its expected socio-economic, fiscal, and broader development impacts on the affected territory and public budgets. The study processing will be based on a scenario and parametric approach to evaluating strategic investments. The scope of work will also include the processing of a zero variant (i.e., the development of the territory without the implementation of the project) and at least three alternative development scenarios for the project (realistic, optimistic, and pessimistic scenarios). The study must include clearly defined input parameters, assumptions for calculation models, and transparent documentation of the data sources and methodological procedures used. The study will specifically include: • Quantification of the direct, indirect, and induced impacts of the project (especially in employment, value added creation, and supply chain impacts), • Evaluation of fiscal benefits and costs for public budgets (state, regions, municipalities), • Analysis of impacts on the regional economy and labor market, including structural changes and the absorption capacity of the territory, • Assessment of broader development effects, including impacts on the business environment, innovation potential, and attractiveness of the territory for investors, • Scenario modeling of development (including alternative parameters of the investor, project scope, and time horizon), • Identification of risks and assumptions for project implementation and their impact on the results, • Processing of outputs in accordance with the current impact assessment methodology used by the contracting authority (SIRS), with an emphasis on transparency, replicability, and data support. • Analysis of the project's impact on housing, the housing stock, and the residential market in the affected territory, • Analysis of impacts on civic amenities and public services, especially education, healthcare, social services, and leisure infrastructure, • Definition and analysis of catchment areas, absorption capacity of the territory, and commuting patterns, • GIS and spatial analyses related to project localization, labor availability, and connections to the surrounding settlement structure, • Proposal of mitigation measures and recommendations for the public sector aimed at mitigating the identified negative impacts of the project, • Evaluation of model sensitivity and uncertainty management through interval estimates and scenario approach. The scope of work also includes: • Structured processing of data inputs and their documentation, • Presentation of results for the needs of the contracting authority and key stakeholders, • Ongoing consultation with the contracting authority during the processing of the study.
