Delivery, installation and maintenance of 80 brand new parking meters for the Paid Parking Zone, including a management system and project promotion as part of the task: "Expansion of the Paid Parking Zone with the purchase of parking meters and vehicles for zone operation in Kielce"

The order will be carried out in two stages: 1) Stage I will include, among others: a) delivery, installation and commissioning of 80 new parking meters on foundations in existing locations, provided they are in good technical condition, and in new locations indicated by the Contracting Authority, b) dismantling of 67 old parking meters and their disposal, c) integration of the "parking meter – controller terminal" system, so that the controller, after entering the vehicle's registration number into the device, has information about the parking payment in the paid parking zone in Kielce, d) integration of the parking meter system with the "0" ticket information database in accordance with Annex No. 1, e) ensuring on-line access to the software on an external server used for managing parking meters and monitoring their operation, access must be possible from both computers and other mobile devices and have the ability to: - record every event related to a given parking meter, including every failure or malfunction, with the date and time of its occurrence, - allow selecting events and selecting parking meters to view the real-time status, - prepare parking meter configuration profiles, - add parking meters, - assign and transfer configurations, - manage personal settings (user, password), - create statistics of selected events (by registration number), - create rates (tariffs) for given parking meters for a specified period, for error analysis or statistical purposes, - create statistics including: status, missing days, cash box emptying, single payments (single ticket) on a given day, failure times, financial reports and ticket durations, - enable data export to an Excel spreadsheet. f) project promotion, i.e. placing information boards in places designated by the Investor and stickers on devices (parking meters) in accordance with the "Manual for applicants and beneficiaries of European Funds for 2021-2027 regarding information and promotion". The exact location of the boards will be agreed with the Contractor at the stage of order execution. 2) Stage II will include, among others: a) maintaining devices in the network and ensuring continuous operation for 24 months from the end of Stage I, b) preparing, making available, repairing and maintaining in good working order electrical and electronic components of the devices, in particular: panels, displays, coin validators, intermediate cash boxes, printers, card readers, electronic harnesses, sensors, buttons, etc. c) maintaining power supply voltage for at least 6 months without battery replacement, disposal of damaged and expired gel batteries, repair or replacement of solar panels, replacement of batteries on motherboards, etc. d) maintaining the correct configuration of time and holidays in the parking meter software, e) ensuring GSM data transmission between parking meters and the external server where the parking meter management software is located, f) The Contractor will bear the costs of maintaining the payment card readers installed in the parking meters, except for the costs of commissions on card payments, which are borne by the Ordering Party. g) The Contractor's warehouse stock should ensure the possibility of carrying out current repairs of parking meters no later than the next working day. h) In the case of highly complex repairs, an extension of the repair or component replacement time with a functional one is allowed. The actual deadline will be determined individually between the parties. i) As part of the execution of this contract, the Contractor is obliged to undertake and perform all necessary actions to ensure the smooth operation of all parking meters located in the Paid Parking Zone, unless such action is expressly excluded from the Contractor's obligations by this contract. 3) Services excluded from the subject of the contract will be: a) external cleaning of parking meters, b) replacement of thermal paper rolls...
