Delivery, installation, execution and commissioning of photovoltaic micro-installations with energy storage systems in public utility buildings in Suwałki – stage I

1. The subject of the order is the delivery, installation, execution and commissioning of photovoltaic micro-installations with energy storage systems for 18 public utility buildings in Suwałki. 2. The scope of the order includes: 1) development by an authorized person (designer) of a separate technical opinion for each building regarding the assessment of roof load-bearing capacity; 2) preparation of necessary documents and application to the grid operator (PGE) for connection conditions; 3) preparation of an energy storage notification in accordance with the Building Law for storage exceeding 30kWh, building works notification is required; 4) obtaining approval for the photovoltaic installation with energy storage and fire switch by a fire safety expert. 5) installation of telemechanics for the photovoltaic system in accordance with the connection conditions received from the DSO 6) installation of the system in accordance with the OPZ and conditions, based on the existing conceptual design; 7) integration of the micro-installation with the fire protection system in the building; 8) integration of the executed installation with existing PV installations in 8 buildings; 9) approval and installation of the fire switch; 10) carrying out the connection procedure; 11) performing measurements; 12) carrying out technical acceptance; 13) commissioning the installation and training users; 14) preparing as-built documentation; 15) creation and installation of an information board in each building (the Contractor is obliged to agree the design and content of the boards and their location with the Ordering Party); 16) carrying out annual technical inspections of the installation for a period of 5 years. 3. A detailed description of the subject of the order is specified in Annex No. 1 – detailed description of the subject of the order and conceptual installation documentation, bills of quantities. 4. During the execution of the order, EU regulations on energy efficiency and public procurement green principles must be observed. 5. All works must be carried out in accordance with the technical documentation and applicable technical conditions and regulations. 6. The Contractor is obliged to provide the necessary personnel with appropriate construction permits, enabling the execution of specialized works necessary for the proper implementation of the task. The Contractor is obliged to submit the aforementioned personnel for acceptance by the Ordering Party. 7. In accordance with Art. 101 sec. 4 of the Act, in places where the subject of the order is described using standards, technical opinions, technical specifications and technical reference systems, the Ordering Party permits equivalent solutions to those described. Furthermore, it should be assumed that all such references are accompanied by the words "or equivalent". The indication of the equivalence of the offered solution in accordance with Art. 101 sec. 5 of the Act and on the terms specified therein lies with the Contractor, in which case the Contractor is obliged to prove, by attaching appropriate subject-matter evidence, referred to in Art. 104-107 of the Pzp Act, that the proposed solutions meet the requirements specified in the description of the subject of the order to an equivalent extent. 8. In the case where trademarks have been used in the OPZ documentation (description of the subject of the order), it means that they are given as examples and only specify the minimum expected quality parameters and the required standard. The Contractor may use equivalent materials or devices, but with technical and quality parameters that are similar or better, the use of which will not negatively affect the proper functioning of the solutions adopted in the OPZ documentation in any way. The Contractor who uses equivalent devices or materials will be obliged to demonstrate during the execution of the order that the materials and devices used by him meet the requirements specified by the Ordering Party. 9. The use of labels in the OPZ documentation means that the Ordering Party accepts all labels confirming that the given supplies or services meet the equivalent requirements of the label specified by the Ordering Party.
