Przedmiotem zamówienia jest dostawa fabrycznie nowego poduszkowca ratowniczo-transportowego wraz z wyposażeniem operacyjnym, przeznaczonego do realizacji zadań Wojewody Zachodniopomorskiego na potrzeby ochrony ludności, obrony cywilnej i działań przeciwpowodziowych. Zamawiający wyjaśnia, że przez „fabrycznie nowy” rozumie urządzenie nieużywane operacyjnie, niepochodzące ze zwrotu ani wcześniejszej sprzedaży, posiadające jedynie przebieg wynikający z testów fabrycznych lub czynności rejestracyjnych producenta.
