Supply and purchase of electricity for the facilities of units located in the area of operation of the Regional Infrastructure Management in Lublin for the years 2026-2027

1. The subject of the order is: the purchase of electricity for the facilities of military units located in the area of operation of the Regional Infrastructure Management in Lublin for the years 2026-2027. 2. The detailed description of the subject of the order, hereinafter referred to as (SOPZ), is included in Annex No. 1 to the Terms of Reference. 3. The Contracting Authority informs that the SOPZ contains sensitive information, therefore the Contracting Authority does not make the aforementioned annex available on the website of the conducted proceedings. 4. Public documents containing sensitive information may be provided at the stage of offer preparation to interested Contractors upon their written request to the e-mail address indicated by the Contractor. For this purpose, it is necessary to submit a "Request for disclosure of sensitive documents" to the Head of RZI in Lublin, according to the template attached to the SWZ - No. 4. Together with the request for disclosure of public documents containing sensitive information, the Contractor shall submit a written declaration of commitment not to publish on the internet and not to disseminate the received documents, and not to make them available to other entities, and to permanently delete them from all electronic media no later than 14 days from the date of publication of information about the resolution/annulment of the proceedings. Otherwise, the request will not be considered. Offer validity period - 90 days Exclusion grounds - based on: a) art. 108 sec. 1 of the "Pzp Act"; b) art. 109 sec. 1 point 1), 4) of the "Pzp Act"; c) art. 7 sec. 1 of the Act of April 13, 2022 on special solutions in the field of counteracting support for aggression against Ukraine and serving national security. d) art. 5k of Regulation 833/2014 as amended by Regulation 2022/576 - in accordance with the procurement documents. Conditions for participation in the proceedings: 1) Capacity to engage in economic activity: This condition will be met if the Contractor carrying out economic or professional activity proves that it is registered in one of the professional or trade registers kept in the country where it has its registered office or place of residence. 2) Rights to conduct specific economic or professional activity, if required by separate regulations: This condition will be met if the Contractor proves that it holds a valid concession for conducting business activity in the field of electricity trading issued by the President of the Energy Regulatory Office on the basis of art. 32 and 33 of the Energy Law Act (i.e. Journal of Laws 2024, item 266) Deadline for submitting a request to the Contracting Authority for clarification of the SWZ - by 07.11.2025.
