Skógræktin er þekkingar-, þróunar- og þjónustustofnun sem vinnur með og fyrir stjórnvöld, almenning og aðra hagsmunaaðila að rannsóknum, þróun, ráðgjöf og þekkingarmiðlun og á sviði skógræktar. Stofnunin er í forsvari fyrir Íslands hönd í erlendu samstarfi á sviði skógræktar. Skógræktin veitir framlög og hefur umsjón með nytjaskógrækt á lögbýlum. Um kröfur til bjóðenda er að finna í kafla 1.3 Hæfi bjóðanda. Allir bjóðendur sem uppfylla hæfiskröfur útboðsins verða þáttakendur að hluta af innkaupakerfinu.
