- The Government of Guyana (GOG) has received funding through payments earned for climate services under its agreement with the Government of Norway and intends to use part of the funds to execute the Coastal Adaptation and Resilience (CARes) Project and intends to apply part of the proceeds toward payments for the procurement, supply, testing and commissioning of one hydraulic cutter suction dredge.
- The Ministry of Agriculture, Agriculture Sector Development Unit (ASDU) now invites sealed Bids from eligible Bidders for the procurement, supply, testing and commissioning of one hydraulic cutter suction dredge at Maritime Wharf, Kingston, Georgetown, Guyana.
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025, Seventh Edition (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria: Technical and non-price factors: 60%; and for Bid cost: 40%.
- Interested eligible Bidders may obtain further information from the Project Coordinator, CARes, Agriculture Sector Development Unit [ASDU], Ministry of Agriculture, Regent Street and Vlissengen Road, Georgetown, Guyana, Telephone: 592-227-3752, Email: moa.asdu@gmail.comand inspect the bidding document during office hours 0800 to 1600 hours at the address given below.
- A complete set of bidding documents on a flash Drive (in PDF) in English may be obtained at a non-refundable cost of G$5,000 by interested eligible bidders on the submission of a written application to the address given below. The Commencement date for the inspection/acquisition of bidding documents is 15th June, 2026. Upon request, local and international prospective bidders will be sent a copy of the bidding documents free of cost via email.

- All bids must be accompanied by a Bid Security in the following form: The bid security from a bank or insurance company. The amount of bid security is 2% of the offered bid price.
- Bids must be valid for 180 days of the date of bid opening.
- All bidders must place their bids together with the bid securities before 9:00 hours on Thursday, July 23, 2026, in the tender box of the National Procurement and Tender Administration Board and addressed to the Chairman, NPTAB, Ministry of Finance, Main and Urquhart Streets, Georgetown. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address above. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. The submission of all bids must be in accordance with the instructions given in the Instructions to Bidders (ITB) of the Bidding Documents. Bids shall clearly be marked “Procurement, supply, testing and commissioning of one hydraulic cutter suction dredge” on the inner and outer envelopes.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
