Dynamic procurement system for the purchase of goods and services for the craft category Painter

Guldborgsund Kommune is establishing a Dynamic Procurement System (DPS) for the procurement of goods and services within the "Painter" trade category. The objective of this DPS is to allow painting companies to apply for admission to the system. Once approved as a supplier, they will be eligible to submit bids for tasks that the municipality requires to be completed. The contracting authority has opted to tender the DPS with a contract value range for tasks between DKK 30,000 and DKK 1,500,000. A DPS is structured as a restricted procedure, commencing with a pre-qualification phase where interested suppliers can apply for admission. Subsequently, all suitable applicants, meaning those who meet the criteria for admission, will be accepted into the system as approved suppliers. Following the establishment of the DPS, specific procurements can be conducted during the subsequent bidding phase. New suppliers can also apply for admission to the system after its establishment. Guldborgsund Kommune will process applications for admission to the DPS on an ongoing basis. Applications will typically be processed within 10 working days, unless specific circumstances apply, as per section 104, subsections 4 and 5 of the Danish Public Procurement Act, which may extend the processing deadline to 15 working days. If an application is rejected by Guldborgsund Kommune due to errors or the applicant not meeting suitability requirements, the applicant may reapply for admission to the Dynamic Procurement System at any time. Applicants must submit the European Single Procurement Document (ESPD), hereinafter referred to as ESPD, when applying for admission to the DPS. The ESPD serves as a self-declaration, providing preliminary documentation that the applicant meets the exclusion and suitability criteria. Applicants must use ESPD-online within EU-Supply.
