Dynamic procurement system regarding soil disposal

In connection with Sund & Bælt's current and future construction projects, including, but not limited to, the expansion of the Øresund Motorway and the establishment of passing lanes at Kalvebod, Sund & Bælt (and other companies in the group) requires assistance in solving the task concerning the handling of surplus soil from excavation work. The task will typically include receiving, handling, and final disposal of excavated soil, including treatment, cleaning, and/or landfilling, in accordance with applicable environmental legislation, authority requirements, and approvals. Transport of soil to and from the construction site or receiving facility is generally not part of the task. Depending on the specific project, the task may include one or more of the following sub-tasks: receiving soil at an approved facility or receiving site, sampling, analysis, and classification of soil (e.g., clean, lightly contaminated, or contaminated soil), temporary storage of soil in accordance with applicable rules, treatment and/or cleaning of soil for reuse or proper disposal, landfilling or utilization of soil at an approved facility, documentation and reporting, as well as professional advice regarding the choice of handling, treatment method, and compliance with authority requirements. For certain projects, the task may include all the above services, while for other projects, only individual sub-tasks will be needed, e.g., solely receiving and landfilling. The task must be deliverable flexibly and scalably, so it can be adapted to projects of different sizes, durations, and complexities, as well as varying quantities and types of soil. The soil will typically be excavated from existing road surfaces and verges, expansion and reconstruction of road structures, and adjacent areas in connection with construction work. The soil may be dry, wet, or shovelable/non-shovelable.
