En DIO er en to-trinns prosedyre etter forskrift om offentlig anskaffelser (FOA) del I og III, og kunngjøres som en begrenset anbudskonkurranse, jf. FOA § 26-5 (1).

Denne konkurransen starter med en kvalifiseringsfase.
