A DIO is a two-stage procedure compliant with the Norwegian Public Procurement Regulations (FOA) Parts I and III, announced as a restricted tender, as per FOA § 26-5 (1). The process begins with a qualification phase. Only suppliers who meet the qualification requirements and are selected will be invited to submit tenders in subsequent stages. All costs associated with the procurement process will be borne entirely by the tenderer. In this initial stage, interested suppliers can apply for qualification and admission to the dynamic purchasing system. The DIO is designed to streamline the procurement of various construction and related services, allowing the municipality to efficiently engage qualified suppliers as needed.
