Ziel des Vergabeverfahrens ist der Abschluss eines Rahmenvertrages über die Etablierung eines elektronischen Bezahlsystems für den Polizeivollzugsdienst des Freistaates Sachsen zur effizienten Abrechnung von Verwarngeldern, von Sicherheitsleistungen sowie von Geldforderungen in Haftsachen. Der Vertrag beginnt mit Zuschlag. Die Vertragslaufzeit beträgt 4 Jahre. Es handelt sich um eine Rahmenvereinbarung ohne Abnahmeverpflichtung. Der Rahmenvertrag ist auf eine Höchstmenge von 1.000 Bezahlgeräten begrenzt.
