De opdracht betreft de levering aan het Ministerie van Defensie (hierna: de Aanbestedende dienst) van fysieke Eindejaarspakketten ten behoeve van de eindejaarspersoneelsbeloning van de Aanbestedende dienst aan haar medewerkers.
Met de kennis van nu wordt verwacht dat er gedurende de maximale looptijd van vier jaar onder de Raamovereenkomst circa 41.500 traditionele Eindejaarspakketten worden afgenomen, dit betreft de zorgvuldige raming. Een individueel Eindejaarspakket vertegenwoordigt momenteel een vaste waarde van € 50,- inclusief btw, voor DOSCO € 35,- inclusief btw. Het is mogelijk dat gedurende de contractperiode het ministerie van Defensie het bedrag of de bedragen aanpast, zowel naar boven als naar beneden, derhalve wordt er geraamd op aantallen. De Aanbestedende dienst heeft een zo zorgvuldige mogelijke schatting van de omvang van de Raamovereenkomst gemaakt, maar de daadwerkelijke afname is niet gegarandeerd. Afhankelijk van de hoogte van het persoonlijk budget per Eindejaarspakket zou de totale waarde, met de huidige tarieven van € 35,- tot € 50,- per pakket inclusief btw, neerkomen op € 1.735.500,00 inclusief btw.
Ten gevolge van onzekerheden kan de maximale aantal af te nemen Eindejaarspakketten doen oplopen tot maximaal twee maal de zorgvuldig geraamde aantallen van 41.500 stuks over de looptijd van de Raamovereenkomst (het is niet de verwachting dat dit gebeurt maar het zou wel mogelijk kunnen zijn), wat neerkomt op maximaal 83.000 Eindejaarspakketten over de maximale looptijd van 4 jaar. De aanbesteding is derhalve niet in financiële omvang beperkt maar op basis van aantallen.
