1 Procurement Details
(1) Item Classification Number 71, 27
(2) Name and Quantity of Purchase, etc. Help Desk Services for e-Filing/e-Records Management System for Digitalization of Civil Litigation Procedures, 1 lot
(3) Specifications of Procurement Item Must have the special characteristics specified by the Authorized Officer for Expenditure in the "Tender Documents".
(4) Fulfillment Deadline Details will be provided in the tender documents.

(6) Bidding Method When determining the successful bid, the successful bid price shall be the amount obtained by adding 10 percent of the amount stated in the bid form to the said amount (if there are fractions less than 1 yen in the said amount, such fractional amount shall be discarded). Therefore, bidders shall state in their bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses concerning consumption tax.
2 Qualification for Participation in Competition
(1) Not be a person who falls under the provisions of Article 70 of the Cabinet Order concerning Budget, Audit, and Accounting. In addition, minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for concluding the contract fall under the case of special reasons in the said article.
(2) Not be a person who falls under the provisions of Article 71 of the Cabinet Order concerning Budget, Audit, and Accounting.
(3) Must be ranked as Grade A in "Services, etc." in the qualification for participation in bids for the Supreme Court for FY2025, 2026, and 2027 (Unified Qualification for All Ministries and Agencies).
(4) The timing and place for applying for the qualification in 2(3) above shall be in accordance with the method for applying for the unified qualification for all ministries and agencies.
(5) Not be subject to measures to be excluded from designation by the Supreme Court at the time of bid opening.
(6) Other persons who meet the qualifications specified by the Authorized Officer for Expenditure based on the provisions of Article 73 of the Cabinet Order concerning Budget, Audit, and Accounting.

4 Use of Electronic Procurement System
This matter will be carried out using the electronic procurement system for bidding, submission of documents, bid opening, etc. However, those who find it difficult to use the electronic procurement system may participate by paper bidding or change to paper bidding with the approval of the Authorized Officer for Expenditure.
5 Other
(1) Language and currency to be used in the contract procedures Japanese and Japanese currency only.

(3) Matters required of bidders Persons wishing to participate in this general competitive bid must submit the documents required for technical examination specified in the tender documents by noon on October 26, 2026. Bidders must respond to requests for explanation regarding the said documents from the Authorized Officer for Expenditure by the day before the bid opening date.
(4) Invalid Bids Bids submitted by persons who do not have the qualifications for participation in the competition indicated in this announcement, bids submitted by persons who have not fulfilled the obligations required of bidders, and bids that violate the conditions related to bidding in the court shall be invalid.
(5) Requirement for contract creation Required.
(6) Method of determining the successful bidder The successful bidder shall be the bidder who has submitted a valid bid at the lowest price within the limit of the estimated price prepared based on the provisions of Article 79 of the Cabinet Order concerning Budget, Audit, and Accounting, and whom the Authorized Officer for Expenditure has determined can provide the services indicated in this announcement.
