Egypt Infrastructure Guarantee Facility - Financial Advisory for Detailed Feasibility Analysis

The World Bank Group (WBG) is advising the Government of Egypt (GOE) on assessing the feasibility of an Infrastructure Guarantee Facility (Infrastructure Finance Guarantee Facility -IFGF). This IFGF initiative seeks to develop a private credit guarantor that, by de-risking infrastructure projects, seeks to mobilize additional private capital -- initially in local currency -- via long-term financing. A first phase of the feasibility analysis has been conducted from a financial and institutional perspective. The objective of Phase II is to support the World Bank in a more detailed due diligence of the IFGF that will inform its advisory work to the Government on Egypt. The work will include a more detailed due diligence on the financial and commercial aspects of the IFGF informing its capitalization options, products offered, project pipeline and risk management options. The assignment will build on the validated concept and high-level Phase I analysis while producing materially more comprehensive financial modelling and decision-support outputs. Key deliverables produced under phase 1 will be made available to short-listed firms to facilitate preparation of the technical proposals.
