eJustice Basic Service Scanning and PDF Conversion

The eIP network currently uses the eJustice Basic Service Scanning, which is divided into two subsystems: Scan and Conversion Service. The Scan subsystem controls all components specific to the scanning process and currently consists of the standard component OpenText Intelligent Capture as well as various custom software components. The contract with the provider for the services of the Basic Service Scanning is valid until 31.03.2027. The Conversion Service subsystem provides the conversion of files from numerous formats into PDF/A. Currently, Foxit's Rendition Server is in use (based on a contract valid until 31.12.2026). The service to be procured is divided into three lots: - Lot 1 - Scan Subsystem: The subject is the maintenance, further development, and support of the existing custom software of the eJustice Basic Service Scanning (Scan Subsystem), including the associated components (especially scan process, URen-der, UMon, Scan Start Bar, delete routine, UGetInfo, reporting component) and the associated interfaces to the electronic communication platform (eKP), to the electronic integration portal (eIP), and to connected third-party software (e.g., the signature component). - Lot 2 - Conversion Subsystem: The subject is the provision, software maintenance (especially updates/releases, fixes), adaptation, and support of a standard software-based PDF conversion component as the functional basis of the Conversion Subsystem, including the ability to connect via the URSI interface to the Scan Subsystem. - Lot 3 - Maintenance and support for existing licenses of Foxit Rendition Server: The existing licenses of the network states for the "Foxit Rendition Server" system will continue to be used. Software maintenance and support services are to be provided for the already acquired node licenses for worker and management servers as well as the volume quotas. Otherwise, see the service description. The award and procedure management are led by the state of Bavaria. All partners of the development network "eJustice-Basisdienst Scannen" GbR (Bavaria, Brandenburg, Berlin, Mecklenburg-Vorpommern, Hamburg, Rhineland-Palatinate) are entitled to retrieve licenses and services from the framework agreement (§ 21 para. 2 sentence 2 VgV).
