- The Government of the Togolese Republic, represented by the Ministry of Public Service Efficiency and Digital Transformation (MESPTN), has received financing from the International Development Association (IDA) for the implementation of the Togo Digital Acceleration Project (PANT) and intends to use part of the proceeds of this credit to make payments under the contract for the recruitment of a consultant (firm/cabinet) for the development of the detailed master plan for the Tech-Hub infrastructure, including geothermal, topographical, and soil studies of the land, detailed architectural design, and estimates of design and construction costs.
2. The services expected from the consultant include, but are not limited to, the following specific tasks:
2.1. Technical and Architectural Studies for Buildings
- Conduct geotechnical and geothermal studies;
- Conduct sanitation studies;
- Conduct climatic studies; and
- Conduct any other studies necessary for the issuance of the building permit;
- Develop detailed plans and calculation notes for the load-bearing structures to be built, following a study of the foundation soils, with reports certified by a geotechnical laboratory;
- Obtain approval of detailed plans and calculation notes by a competent authority;
- Carry out the necessary procedures in liaison with the MESPTN for the building permit application and follow up for its obtaining;
- Develop the various architectural plans, detailed plans, calculation notes, Technical and Particular Conditions Specifications (CCTP), and estimated quantity surveys for the building(s) to be constructed;
- Conduct the various studies and tests (topographical studies, geotechnical tests to determine the geotechnical parameters of the construction site);
- Define, for each trade, the technical specifications, taking into account the specificities of each;
- Receive and integrate observations from project stakeholders (MESPTN, Ministry of Higher Education and Research) following the work submitted for approval (site assessment, various studies and tests, construction plan design and revision, financial evaluations, etc.).
