Description

The City is seeking quotations in response to this RFQ from entities qualified and experienced in Electrical Services in an industrial construction and material processing environment for routine and preventative maintenance, diagnosing faults, and supply and installation of new or replacement components of various assets.Respondents are required to provide electrical services including electrician, engineering, instrumentation, and technologist/technician services for the maintenance, repair and potential capital upgrades of the Asphalt Plant and other physical assets/equipment. Additionally, the respondents shall provide schematics/service diagrams and manuals for any new components installed and any reconfiguration of existing wiring and controls. Outsourcing or subcontracting engineering and instrumentation requirements is permissible.Site MeetingThere will be scheduled information sessions regarding this competition on August 11, 2026 for any interested respondents to attend. The session will take place at the City Materials Yard, 1483 6th Avenue, Regina Saskatchewan. Additional information regarding the Pre-Bid/Site Meeting including how to register and a sample schedule are included in Annex C – Materials Yard Walk Through Guidelines.There will be a limit of one (1) representative from each company to a total of 10 people in each group. This is not a mandatory site meeting. Each group site walk through meeting will cover the same overview of the work and a site tour. Questions will not be answered verbally at the site meeting and must be sent by email as per Section 1.2 – RFQ Contact. Photos are allowed during the site walk through. Examination and Site Investigation Prior to submission of proposal, all Bidders, including prospective subcontractors, are responsible for becoming fully acquainted with the nature of the work and the place of work. No claims will be considered after the submission of bids that there was any misunderstanding with respect to the conditions imposed by the solicitation document. If the bidder discovers discrepancies in, or apparent omissions within the solicitation document, or if there is doubt as to their meaning or intent, the Bidder must immediately notify the City. Past Usage and List of Assets (City Owned) in the City of Regina Materials Yard Refer to Appendix D Section B - Material Disclosures for more information Subcontracting It is anticipated that some companies may not be able to fully address the full requirements on their own. Such companies are encouraged to combine their resources with those of other companies. In such case, it is mandatory that the RFQ be submitted in the name of one of the contractors who will act as the prime contractor. Pre-Bid/Site Visit Guidelines Interested respondents must send a request as stated in the attached Electrical Services - City assets at Materials Yard Walk Through Guidelines document attached to this RFQ as part of Annex C - Materials Yard Walk Through Guidelines. Only those respondents that have registered and been provided with a schedule time will be permitted to attend the scheduled information sessions. See Annex C – Materials Yard Walkthrough Guidelines
