Description

1. ADVANCED CONTRACT AWARD NOTICE (ACAN) DEFINITION An Advance Contract Award Notice (ACAN) is a public notice informing suppliers that Canada intends to award a contract for goods, services or construction to a pre-identified supplier, and invites other suppliers to express their interest by submitting a statement of capabilities. If no other supplier submits a statement of capabilities demonstrating how they meet the set requirements in the ACAN by the closing date stated in the ACAN, the buyer may then proceed with the award to the pre-identified supplier. This ACAN relates to one (1) contract proposed to be awarded to one (1) contractor. 2. DEFINITION OF THE REQUIREMENT The Department of National Defence (DND) has a requirement for the provision of Electronic Warfare Integrated Reprogramming Database (EWIRDB) training, as well as the production of both classified and unclassified EWIRDB data. This work will support the DND and Canadian Armed Forces (CAF) in transitioning from third-generation to fifth-generation military platform reprogramming by engaging with an industry provider to obtain intelligence-based EWIRDB related models that meet or exceed the quality standards established by the Five Eye (FVEY) EWIRDB Standards Committee. 3. EVALUATION CRITERIA FOR ASSESSMENT OF STATEMENT OF CAPABILITIES Any interested supplier must demonstrate by way of a statement of capabilities that it can fulfill the requirements contained below in: • Section 4: Mandatory Capability Requirements; and • Section 5: Minimum Essential Requirements; 4. MANDATORY CAPABILITY REQUIREMENTS To be considered capable of meeting this requirement, a supplier must demonstrate: 4.1. Resource, Capability & Deliverable Requirements a. Demonstrate ability to provide all personnel, equipment, supplies, facilities, transportation, software, materials, supervision, and any other resources necessary to produce unclassified intelligence based EWIRDB related model.
