United States of America Emergency Management Professionals – Los Angeles County Organization Chemonics Posted 17 Aug 2026 Closing date 19 Aug 2026 Chemonics International seeks California-based emergency management professionals for consulting opportunities on anticipated emergency management exercises/simulations in LA City and surrounding areas. Consultants will be expected to support management, evaluation, and/or documentation of emergency Functional Exercises (FE) and Tabletop Exercises (TTX) on behalf of LA City Emergency Management Department or other jurisdictions. Deliverables span the Homeland Security Exercise and Evaluation Program (HSEEP) lifecycle: initial planning, exercise design and development, day-of conduct and evaluation, after-action reporting, and final documentation. Exercises are expected to cover a large urban environment serving over four million residents. Please note that all opportunities are contingent upon contract award as well as client approval. Available Roles: Tabletop Exercise (TTX) Facilitator Role Overview: Subject-matter expert responsible for guiding discussions during 4-hour Recovery Support Function (RSF) Tabletop Exercises involving 30-40 multi-agency stakeholder participants. Key Qualifications & Experience: Demonstrated subject-matter expertise in emergency management, disaster recovery, or municipal planning within Southern California, with specific professional or consulting experience collaborating with Los Angeles County or regional municipal agencies. Simulation Cell (SimCell) Director Role Overview: Lead simulation cell operations during an 8-hour Functional Exercise, including overseeing delivery of complex, objective-focused injects via city radio frequencies, amateur radio, satellite phones, telephones, or VEOCIs. Manage SimCell staff execution of scenario-based tasks to drive role-play in participating agencies. Key Qualifications & Experience: Professional background in emergency operations or exercise simulation, with hands-on experience utilizing local communication systems, emergency management software (such as VEOCI), and operating within the context of Los Angeles County mutual aid and municipal response protocols. Simulation Cell (SimCell) Controller / Evaluator Role Overview: Field-monitoring personnel stationed within participating emergency operations centers to monitor player performance and safety. Key Qualifications & Experience: Relevant professional experience within emergency services, public information, or municipal operations, including specific familiarity with the Standardized Emergency Management System (SEMS) and operational workflows utilized in Los Angeles County facilities. Simulation Cell (SimCell) Participant / Simulator Role Overview: Support staff within the SimCell responsible for executing scenario scripts and interacting with exercise players. Key Qualifications & Experience: Familiarity with local emergency management protocols, regional geography, and agency structures within Los Angeles County to ensure realistic simulation of external partners and municipal actors. Simulation Cell (SimCell) Evaluator / Notetaker Role Overview: Staff member dedicated to observing exercise play, capturing key actions, and documenting objective evaluations without the use of artificial intelligence. Key Qualifications & Experience: Prior professional or academic background in emergency management, public policy, or political science, with direct exposure to or work experience within Los Angeles County local government or emergency response organizations. Professional Photographer Role Overview: Media professional tasked with capturing high-resolution photographic documentation of exercise activities for official reporting, historical archives, and public affairs. Key Qualifications & Experience: Professional event or photojournalism background, with a portfolio demonstrating prior work covering government, public safety, or civic exercises within the Los Angeles County region.
