Published through ESA - European Space Agency, a multilateral development bank that follows standardized international procurement guidelines. Projects funded by multilateral institutions are generally open to international bidders from eligible member countries for grants in the architecture and engineering sector. Grant applications generally require a detailed project proposal, a clear results framework, and evidence of the applicant's capacity to deliver the proposed activities. This is an advance notice — the formal tender is expected to be published shortly. Interested parties can use this time to prepare documentation and identify potential partners.

Description

To develop and validate an end-to-end demonstrator of a multistatic radar system for space object detection and tracking using cooperative and non-cooperative signals from diverse satellites. The activity evaluates the integration within NewSpace LEO constellations to support advanced surveillance, monitoring, and situational awareness services.Description: The activity focuses on the development and validation of a complete end-to-end testbed demonstrator for multistatic radar object detection. The system shall operate by receiving and processing reflected signals from multiple satellites, regardless of whether they are designed forcooperative use (e.g. hosted beacons or known signal providers) or non cooperative (e.g. opportunistic use of signals transmitted for other purposes). The aim is to build a prototype capable of operating in representative environments, addressing the practical implementation of hardware and software elements, as well as system integration within NewSpace LEO constellations. The system designed in this activity focuses on detecting, localizing, and tracking space objects through the reception and processing of reflected signals. Theactivity targets to validate detection performance in controlled settings, assess spatial coverage and scalability, and propose strategies for real-world deployment. A key objective is to enable seamless integration into existing or planned LEO constellations viaflexible architectures, such as hosted payloads or onboard processing modules. The use of a multilayer sensing approach will also be evaluated. The results of this activity aims to contribute to space capabilities in Space Situational Awareness (SSA) and Space Traffic Management (STM), Resilience and Security of Space Assets. The system developed in this activity shall be designed to detectand correlate both direct and reflected signals, supported by the development of advanced algorithms for object detection, tracking, and clutter suppression. The activity encompasses the following tasks: - Provide a comprehensive state-of-the-artand feasibility baseline to drive the design of the radar demonstrator architecture. - - - - Provide a complete end-to-end systemarchitecture specification and a technical reference model for demonstrator implementation. Develop a modular, end-to-end software simulator thatmodels the transmission processing chain, signal-object interaction, and receiver-side processing. Develop the functional breadboardimplementations of both the transmitter and receiver chains. Execute a controlled environment validation of thebreadboards and provide experimental validation results. Deliverables: Breadboard, Prototype, ReportNOTE: This activity is currently in the GSTPWork Plan but will only be implemented after confirmation of financial support from Delegations. The final list of participating stateswill be known at tender issue.
