Original language: GermanDie Hansestadt Uelzen beabsichtigt, ein Energiespar-Contracting für einen Pool ausgewählter kommunaler Gebäude zu beauftragen. Ziel ist eine schnelle, dauerhafte und deutliche Senkung der Energiekosten sowie die Modernisierung des Gebäudebestands. Das Projekt umfasst einen Gebäudepool von neun kommunalen Liegenschaften, die insgesamt 16 Gebäude beinhalten. Bei den Liegenschaften handelt es sich um acht Schulen und die Stadtbücherei. Der Bieter hat im Wege einer Grobanalyse auf der Grundlage ihm zur Verfügung gestellter Gebäude- und Verbrauchsdaten zu untersuchen, welche Einsparpotenziale hinsichtlich Energieverbrauch und Energiekosten in den Liegenschaften durch bau- und anlagentechnische sowie sonstige Maßnahmen (z. B. Automatisierung Energiemanagement) erschlossen werden können. Die Anforderungen an die zu erstellende Grobanalyse ergeben sich im Einzelnen aus der Leistungsbeschreibung. Dabei gilt es zu beachten, dass der Auftragnehmer sich verpflichtet eine Reihe an Pflichtmaßnahmen umzusetzen. Diese sind in der Leistungsbeschreibung definiert. Der Bieter hat dabei die dazu erforderlichen Investitionen zu ermitteln und seinen im Gegenzug verlangten Anteil an den Einsparungen als Vergütung anzubieten. Für die Erreichung der Einsparung gibt der Bieter ein selbstständiges Garantieversprechen ab.
