1. The Government of Mozambique (GoM) has received financing from the World Bank toward the cost of the GREEN ENERGY CORRIDORS PROJECT. The funds were channeled through Electricidade de Moçambique, E.P (EDM) as implementing agent and intends to apply part of the proceeds for consulting services.
2. The individual consulting services (“the Services”) include the development of Technical and Non-Technical Loss Reduction Plan to be implemented over the next 4 years and preparation of Terms of Reference for engagement of an independent entity for monitoring of implementation of the approved Loss Reduction Plan. The contract will be in a lump-sum based mode for a period of 10 months of validity. The activity is expected to commence in September 2026.

4. The Electricidade de Moçambique E.P., now invites eligible individual consultants (“Consultants”) to express their interest in providing the Services. Interested Individual Consultants should provide CV’s with information demonstrating they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) at least must have degree in Electric Engineering or related field and shall have a minimum of 15 years of experience in Distribution Utilities in emerging countries; (ii) 10 years of experience in designing and/or implementing projects for reduction on non-technical losses in distribution utilities in emerging countries (at least two cases with concrete achievements). Fluency in both Portuguese and English will be considered an advantage.The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.
