ENLJ-VOD-SP-170/26 – "Project for the production of heat and electricity from renewable sources – BIOMASS"

The subject of the public procurement is the selection of a contractor for the "Project for the production of heat and electricity from renewable sources – BIOMASS" (hereinafter: BIOMASA project), operating within the PUBLIC COMPANY ENERGETIKA LJUBLJANA d.o.o., Verovškova ulica 62, 1000 Ljubljana, TE-TOL unit, Toplarniška ulica 19, 1000 Ljubljana, on an EPC (Engineering, Procurement, Construction – turnkey) basis. The selected candidate/tenderer will be responsible for the entire project cycle, including the following activities: 1. Engineering, management of all works, revision, supervision, and design of the entire project (PZI, PID, DZO, and all preparatory and execution documentation). 2. Preparation of all technical, safety, and legislative documentation required for the execution and legalization of the project. 3. Preparation of the construction site and disposal areas. 4. Dismantling and removal of existing boiler equipment of block 1. 5. Dismantling and removal of existing electrical equipment of block 1. 6. Dismantling and removal of existing turbine equipment of block 1. 7. Dismantling and removal of steam pipes, pipelines, cable connections, reduction stations, and other auxiliary equipment. 8. Complete dismantling and removal of existing boiler equipment of boiler 2. 9. Complete dismantling and removal of existing electrical equipment of boiler 2. 10. Supply and installation of all new biomass boiler equipment (thermal power 90 MWt ± 2 MWt) with feed pumps, bag filter, and ash removal system), turbine equipment (back-pressure steam turbine) with generator, district heating (DH1 and DH2) heat exchanger, and associated condensation and circulation pumps, and associated other systems and subsystems of the turbine plant, including (but not limited to) a new unit transformer, own-use transformer, and auxiliary transformers, a new 110 kV connection of the new unit transformer to the existing 110 kV GIS plant, and reconstruction of the existing machine room of the main drive building (GPO). 11. Supply and installation of pipe connections and devices such as high-pressure, medium-pressure, and start-up or bypass reduction stations, and pipe connections between the old and new system equipped with automatic drainage. Supply and installation of the cooling system, including a new cooling water pump from the Ljubljanica River. 12. Supply and installation of a new regenerative condenser return heat exchanger and all other safety and control equipment for the smooth operation of the new biomass unit. 13. Supply and installation of exhaust pipelines, valves, silencers for steam blow-off, and cleaning, flushing of pipelines and equipment (if necessary), and storage, emptying, and removal of wastewater and other liquids. 14. Initial filling of hydraulic and lubrication systems and chemical reagents. 15. Preparation of existing foundations and turbine table for the installation of a new back-pressure steam turbine with a generator and district heating heat exchangers. 16. Demolition and construction works related to the preparation of foundations for the installation of new equipment, and all necessary demolition and construction works for the installation of newly supplied equipment. 17. Construction of a facility for receiving and storing biomass, including an automatic sampling and wood chip sample preparation system, and upgrading the existing fuel transport system. 18. Connection of buildings and equipment to the existing technological, utility, and transport infrastructure. 19. Implementation of system regulation and control, and integration into the existing TE-TOL management, protection, supervision, and measurement system. 20. Supply of all materials and components required for the project execution to the construction site. 21. Construction, installation, and coordination of all construction, mechanical, electrical, and I&C works. 22. Monitoring and monthly reporting of construction progress, including the creation of a 3D model. 23. Execution of supervision, testing, cold and hot start-ups, and functional and warranty tests. 24. Handover of the facility for trial operation and final start-up of the power plant. 25. Training of the client's personnel and support during the trial operation period. 26. Preparation and submission of all necessary documentation (to the extent not covered by the above points) and cooperation and support to the client in the procedures for the successful execution of the technical inspection according to the administrative procedure, obtaining the decision on ordering trial operation, the operating permit, permits for connection to the system operator's network (EON, ION, FON), as well as any other permits for establishing the conditions for the operation of the newly supplied equipment. 27. Preparation and submission of documentation and cooperation in the execution of technical or financial inspection of performed works/services (including all subcontractors) by the competent authorities in connection with the co-financing of the project. The supply and services are tendered on a "turnkey" basis within specified supply limits, with a contract concluded according to FIDIC Conditions of Contract for EPC Turnkey Projects, First Edition 1999 (Red Book). The subject of the public procurement is detailed in the tender documentation and its annexes. The project "Project for the production of heat and electricity from renewable sources – BIOMASS" up to EUR 30,000,000.00 is co-financed by the European Union from the European Regional Development Fund and the Cohesion Fund, planned within the framework of the European Cohesion Policy Programme for Slovenia 2021–2027, priority axis 3 "Green transformation for climate neutrality", specific objective RSO 2.2 "Promoting energy from renewable sources in accordance with Directive (EU) 2018/2001 on the promotion of the use of energy from renewable sources, including the sustainability criteria laid down in the Directive", or the project is co-financed by funds allocated on the basis of the decision of the Ministry of the Environment, Climate and Energy no. 545-31/2025-2570-15 dated October 23, 2025, issued within the public call for co-financing the construction and restructuring of district heating and cooling systems using RES for the period 2025 to 2029 (tender ID JR EKP DO OVE 2025) (hereinafter also referred to as: Public Call).
