Etelä-Pohjanmaa Wellbeing Services County is preparing to procure hematology specialist physician services for the needs of the Etelä-Pohjanmaa Wellbeing Services County's oncology and hematology outpatient clinics.
This procurement is planned to be tendered within the dynamic purchasing system established by Etelä-Pohjanmaa Wellbeing Services County, "HYVAEP/5709/2026 / Procurement of Specialist Physician Services 2027–2031". The dynamic purchasing system uses a restricted procedure, which means that the procurement documents will only be available to service providers approved for the "Hematology" sub-area of the dynamic purchasing system. If a market operator wishes to participate in a potential future tender competition, the market operator must submit an application for participation to the dynamic purchasing system and the "Hematology" sub-area of the dynamic purchasing system. Applications for participation will be processed as indicated in the request for participation and within the indicated schedule. The service is intended for the Purchaser's needs for hematology specialist physician services related to the diagnostic evaluation of blood diseases and hematological disorders, planning and interpretation of examinations, assessment of treatment needs, planning of treatment implementation and follow-up, and determination of further examinations and treatments.
The purpose of the procurement is to ensure the high-quality, timely, and uninterrupted availability of hematology specialist physician services. The objective of the tender is to secure specialist physician expertise related to the diagnosis, treatment assessment, treatment planning, and follow-up of blood diseases and hematological disorders, and to create smooth operating models for outpatient services, consultations, examination planning, statement practices, and multidisciplinary cooperation. The objective is also to ensure the high quality of the service, support the smoothness of patient treatment pathways, and promote the cost-effectiveness of the operation.
This is a specialist physician service to be procured as a purchased service. The preliminary service need of Etelä-Pohjanmaa Wellbeing Services County is approximately 60-65 hours/week. The objective of the procurement is to select one (1) service provider who will be responsible for producing the service as a whole and covering the Purchaser's service needs in their entirety. The service provider must nominate at least two (2) hematology specialist physicians to implement the service. The offered service solution may also consist of a medical team composed of several specialist physicians, through which the availability, continuity, and agreed service level of the service will be ensured throughout the contract period. The selected service provider will be responsible for the planning, organization, and coordination of the service as a whole in accordance with the objectives, needs, and guidelines set by the Purchaser. The service provider will also be responsible for personnel resource management, substitute arrangements, and other supervisory and personnel-related arrangements for the implementation of the service. Continuity of care and long-term service are emphasized in the production of the service. The stability of physicians in hematology services supports high-quality care, management of patient-specific examination, treatment, and follow-up processes, and smooth cooperation with other specialties and healthcare personnel. Therefore, the Purchaser requires that the Supplier strives to arrange the service in such a way that staff turnover is minimized and service continuity is ensured throughout the contract period.
The physician providing the service must be a licensed physician in medicine in Finland and a specialist in clinical hematology.
Patient consultations and other tasks requiring normal presence will be performed at the Purchaser's premises at the location designated by the Purchaser. The Purchaser's equipment and facilities will be used for on-site work; for remote services, the Purchaser's equipment and the Supplier's facilities will be used. The Purchaser's patient information system will be used for service production; entries will be made in Finnish in a structured manner according to the Purchaser's instructions.

- Confirmed list of specialist physicians participating in service production by mid-February at the latest
- Start of operations on April 1, 2027
- Contract period: fixed-term from April 1, 2027 to March 31, 2029 + two option years
