PRE-ANNOUNCEMENT Groundwater monitoring services 2027-2029 (2030-2031)

The City of Lahti will procure services related to the joint monitoring of groundwater at the end of 2026.

The procurement includes groundwater, soil air, pore water, wastewater, and stormwater sampling related to the joint monitoring of groundwater in Lahti and Hollola, as well as groundwater level measurements, sample analysis services, operator-specific interim and annual reporting of results, and the compilation of an annual summary. The contracting authority for the procurement is the City of Lahti, and the monitoring is coordinated by the environmental services unit. In addition to the City of Lahti, the Municipality of Hollola, Hollola Waterworks, and Lahti Aqua Oy are involved in planning the new operational period.

The procurement is planned to be divided into two lots:
1. Analysis services for joint groundwater monitoring in Lahti and Hollola
2. Sampling and reporting services for joint groundwater monitoring in Lahti and Hollola.

DESCRIPTION OF THE PROCUREMENT
Environmental sampling for joint monitoring primarily consists of groundwater sampling, which also includes measuring groundwater levels. Soil air, pore water, wastewater, and stormwater sampling may be included in the joint monitoring program. Separate groundwater level measurements are taken for each site according to the monitoring obligation. The monitoring sites are mainly operators obliged to monitor groundwater in environmental or land use permits, the City of Lahti's own environmental status monitoring, and waterworks' voluntary and mandatory monitoring.

In March 2026, a total of 31 separate monitoring sites and 86 groundwater pipes or wells were included in the joint monitoring. At the beginning of 2027, joint monitoring may be extended to the Nastonharju-Uusikylä A and B groundwater areas. A few more operators may also join from Hollola. The final number of operators, sites, and observation pipes for the monitoring will only be known after the contract phase. Contracts with operators to join the joint monitoring will be made after the tendering phase, when the tendered monitoring costs are known. The contracting authority does not know the final number of participants at the time of procurement. New operators may also join the joint monitoring before or during the new contract period. The contracting authority does not commit to the estimated number of operators, observation pipes, sampling points, or analyses.

Samples are taken from the observation pipes once or twice a year, or as needed. Samples are primarily taken in the spring (April-May) and autumn (September-October). Some observation pipes are only monitored for groundwater levels. Separate groundwater level measurements can be taken 1–4 times per pipe per year, and their scheduling must be coordinated with previous monitoring or regulatory requirements. In 2025, 95 groundwater samples were taken, and 45 separate groundwater level measurements were made.

The parameters for each operator's monitoring program will be analyzed from the samples taken in the joint monitoring. In addition, common parameters for joint monitoring will be analyzed annually from at least one observation pipe at each site, if they are not already part of the site's monitoring program.

The service provider selected for the sampling and reporting of joint monitoring will prepare a site-specific free-form interim report for each operator after the analysis results are available for each sampling occasion, as well as a site-specific annual report in accordance with the requirements of the monitoring program or plan. The service provider will compile a comprehensive annual summary of the status of the groundwater areas involved in the monitoring each year.

CONTRACT PERIOD
The current operational period's procurement contracts are valid until 31.12.2026 (analysis services) and 28.2.2027 (sampling and reporting) according to the agreed option year. The third season for joint monitoring for the years 2027–2029 is now being tendered. The season can be extended by a two-year option period for the years 2030–2031. The contract period for the new operational season begins on 1.1.2027 for analysis services and on 1.3.2027 for sampling and reporting services.

PROCUREMENT VALUE
The estimated annual total value of the procurement is €60,000. The estimated total value of the procurement, including option years, is €300,000.
