The Royal Government of Cambodia (RGC) through Skills Development Fund as an implementation agency (IA) has received financing from the World Bank toward the cost of the Skills for Better Jobs Project (SBJ) and intends to apply to any part of the proceeds for consulting services.
The Objective of the assignment is expected to provide professional and expert support in the area of environment and social to the WB SDF PIU of MEF to ensure the successful and timely implementation and completion of SDF project’s social and environment related activities. The selected consultant shall at all times observe the highest standard of professional ethics and integrity and promote a results-oriented approach in the area of his/her responsibilities and accountability.
The consulting services (‘’the services’’) duration is 84 days on intermittent basis with the working period, counting from the contract start date.
The Skills Development Fund now invites eligible individual consultants to indicate their interest in providing the service. Interest Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria are:
- At least a bachelor’s degree in in Environment, Environmental Economics or relevant field; with at least 8 years of general experience;
- At least 5 years’ experience of relevant professional experience in environmental and social safeguard, Occupational Health and Safety, related TVET projects funded by the ADB, AFD, World Bank or other major donors in Cambodia;
- Good management skills including ability to provide strategic leadership and technical oversight and ability to work under minimum supervision
- At least 1 project of proven experience in developing Environmental and Social training materials and delivering related training courses to multi-stakeholders
- At least 1 project demonstrating strong facilitation skills in conducting consultative meetings with relevant stakeholders, especially related to gender and social inclusion; and
- Good in written and spoken communication, interpersonal and report writing skills in both English and Khmer

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Seventh Edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Regulations.
