The International Telecommunication Union (ITU) is considering a future initiative to support a comprehensive review and potential transformation of its institutional communications function, in order to strengthen its global positioning, coherence of messaging, leadership communications, and digital presence, in line with evolving strategic priorities and major institutional milestones.

The purpose of this Expression of Interest (EOI) is to identify and pre-select qualified firms with demonstrated experience and capacity to provide strategic communications advisory services for complex international organizations.

This EOI aims to establish a shortlist of qualified suppliers that may be invited to participate in a subsequent Request for Proposals (RFP) tender.

This EOI is limited to assessing eligibility, experience, and capability only and does not seek technical proposals, methodologies, workplans, or financial offers.
