Description

The Government of Guyana has received financing from the Inter-American Development Bank (IDB), toward the cost of the Support for Educational Recovery and Transformation (5809/OC-GY) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include designing and supervising the rehabilitation of primary schools. The scope of services for a consultancy firm tasked with designing and supervising the rehabilitation of these primary schools includes developing architectural and engineering design drawings, bill of quantities and technical specifications that comply with the updated non-academic standards, focusing on climate resilience, sustainability, and EDGE certification level 1 criteria for improved energy and water efficiency. The firm will oversee the rehabilitation process, ensuring adherence to quality standards, the Bank’s Environmental and Social Policy Framework (ESPF), timelines and budgets, coordinating with contractors, and managing on-site supervision. Additionally, the firm will guide the selection of materials and equipment, support the implementation of maintenance plans, and train key personnel on the school's maintenance requirements to ensure the facility's long-term functionality and sustainability. The estimated implementation period is Twenty- Seven (27) months. The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications, experience and competence relevant to the assignment in no more than twenty-five (25) pages. Consultants will be selected in accordance with the Selection Based on Consultants’ Qualification Method of Selection as defined in paragraph 3.8 and 3.9 of the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders as defined in the policies. Bidders are invited to make a submission indicating interest for one or all lots, however, the evaluation committee will assess the submission and determine how the lots will be allocated. No consulting firm will be shortlisted to submit a technical and financial proposal for more than one (1) lot. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
