Description

The intent of this RFP is to find a Successful Proponent capable of providing the Work described immediately below. A more detailed description of the Work can be found in Appendix 1 (Information). EPCOR is implementing a dedicated Energy Management System (EMS) in parallel with the Schneider Electric Advanced Distribution Management System (ADMS) v3.11 upgrade. The EMS will provide enhanced transmission system monitoring, control, reliability analysis, and decision-support capabilities, representing a significant evolution from the current operating model where transmission functions are managed within the ADMS environment. To support this transition, EPCOR is seeking an experienced and Succesful Proponent to develop a comprehensive transmission-specific operator training program that equips System Control Operators with the knowledge, skills, and competencies necessary to safely and effectively utilize the new EMS while meeting Alberta Reliability Standards training and qualification requirements. The project will develop two integrated training deliverables along with the associated operational workflows and procedures. The first deliverable will establish a foundational EMS training program covering core system functionality, real-time monitoring and control, switching, alarm management, network visualization, operating procedures, and competency assessments required for initial operator qualification. The second deliverable will focus on advanced EMS applications, including contingency analysis, state estimation, load forecasting, reliability assessment tools, and other analytical functions that support operational decision-making. Additionally, Deliverable 2 will include the development of all EMS specific operational workflows, procedures, and supporting documentation required for the effective use of EMS functionality within EPCOR's System Control Centre. Together, these deliverables will create a sustainable training and operational framework that supports system implementation, operator readiness, regulatory compliance, and the safe and reliable operation of EPCOR's transmission system. EPCOR's transmission system is relatively small compared to those of other Transmission Facility Owners (TFOs). The network consists of 36 substations and a limited amount of 500 kV, 240 kV, and 72 kV transmission infrastructure, including both overhead lines and oil-filled pipe-type cables. City of Edmonton's peak load is approximately 1,300-1,400 MW, representing just over 8% of Alberta's internal electricity demand. Unlike some jurisdictions, EPCOR is not a balancing authority and is not responsible for generation dispatch or system balancing functions. As a result, the scope and complexity of the EMS project are considerably smaller than those associated with the distribution system. The EMS platform will not be fully operational during the development of this training program. However, there will be access to a playpen. The Successful Proponent must demonstrate the ability to develop operator training materials, competency assessments, and operational workflows based on Schneider Electric EMS design documentation, functional specifications, system requirements, use cases, playpen access, and existing implementation experience. EPCOR makes no representations or warranties regarding the accuracy or completeness of the information contained in this RFP. The Proponent is responsible for making its own evaluation of information and data contained in this RFP and in preparing and submitting its Reply. Additional Requirements: Go to Bids and Tenders for RFP documents. Commodity Categories: Engineering and Research and Technology Based Services, Professional engineering services, Energy or utility consulting service, Education and Training Services, In service training and manpower development Delivery Region: Alberta, Edmonton
