Erich Kästner School - Conversion and Renovation of the Rheingaupalais into a 4-stream Secondary School, Wiesbaden; Structural Engineering Planning, LPH 1-6, and Special Services Background The Rheingau-Palais was built around 1895 as a winery by the Söhnlein family and served for a long time as the main administration of the Söhnlein sparkling wine cellars. In 2012, the listed Wiesbaden-based company SGL Carbon took over the building as its headquarters. The last extensive renovation took place at that time. The Rheingau-Palais and the associated villa are cultural monuments within the meaning of § 2 Para. 1 of the Hessian Monument Protection Act and at the same time components of the entire complex protected as a cultural monument according to § 2 Para. 2 HDSchG, "former Söhnlein sparkling wine cellars". Monument protection regulations therefore generally include the interior of the building as well as the surrounding areas. Previous extensive conversions and associated partial gutting of the Rheingaupalais in 2011/2021, as well as the involvement of the architectural firm involved in the measures at the time in the present feasibility study, suggest that the conversion for the school is possible in compliance with monument protection. Monument protection has not yet been involved in the project because the current planning has not yet reached the necessary depth. Further planning must be intensively coordinated with monument protection. During the refurbishment of the Rheingaupalais, the school and the district library must remain at their current location until the completion of the conversion of the Rheingaupalais. This avoids the need for a cost-intensive interim container facility. Subject of the commissioned service Structural engineering planning according to HOAI 2013, in the 2021 version, Part 4, Section 1, §§ 49-52, service phases 1 - 6 basic services. In addition, the following special services (from Appendix 14 HOAI): - in SP1 review and evaluation of existing condition survey - in SP3 proof of earthquake protection - in SP4 proof of structural fire protection - in all SPs integration of the Sustainable Building Guideline and support for the BNB coordinator with the aim of achieving the necessary BNB and QNG certifications - in SP8 participation in execution (within the scope of SP8) Further detailed information on the services to be commissioned can be found in the attached scope of services and performance description together with the associated appendices (Appendix 02a). Further planning services are not part of this procurement procedure. The basic services will be remunerated on the basis of HOAI 2013, in the 2021 version. A reduction of the basic fee rate or an increase of the upper fee rate, as well as a deviation from the other fee rates, is permissible. If desired, these should be indicated by stating a discount in the fee offer (percentage and absolute) and explained in the cover letter if necessary. It is planned to award the execution works by individual trades. Options There will be a phased call for services (options), subject to committee decisions on the further implementation of the project and the decision of the contracting authority in the further course of the project: Phase I: SP 1-2, Phase II: SP 3, Phase III: SP 4, Phase IV: SP 5, Phase V: SP 6, Phase VI: SP 8, 9 Upon award of this procurement procedure, the following services will initially be called off: Phase I: SP 1-2 The contractor has no claim to the call-off of individual and/or all phases and cannot derive any further claims (e.g., for damages or fee increases) from a non-call-off.
