ERS-EO Proof of Concept on Critical Infrastructure ManagementThe ERS-EO Element 1 Critical Infrastructure Monitoring Prof of Concept is intended to demonstrate the step improvement for enhanced monitoring and management of critical infrastructure resulting from the effective combination of diverse EO and non-EO capabilities representative of the future Earth Observation Governmental Service (EOGS) capacity. In particular, the customization and fusion of these capabilities will generate significant improvements in tasking response, persistent data collection, information delivery latency, expanded information content andflexibility and adaptability in response to dynamic situations. In this context, the Critical Infrastructure Monitoring PoC will:Stimulate innovative combinations of public and private EO systems to support improved and more flexible tasking, response latency, persistence and cross-operator cueing;Develop customized workflows connecting satellite operators, non-EO data providers, analytics tool developers and critical infrastructure operators to ensure enhanced capability to detect, characterize, respond to and mitigateemergent threats and anomalies;Verify the improvements achievable over current state of the art with respect to emerging threat detection and mitigation action execution for critical infrastructure operators under realistic operating conditions;With respect to gaps in current capabilities, elaborate technical approaches for their resolution, verify their impact under representative operational environments and conditionsand elaborate a road map for eventual transfer to full operations based on exclusively European technology. The contract will integrate existing EO and non-EO capabilities as well as capabilities at an advanced stage of development into a pre-operational network providing a range of analysis support information. The procurement will be structured into three periods as follows:Step[BJ1] 1:requirements consolidation and initial operating capability specification, implementation and testing.Step 2 initial capability demonstrations under realistic operating conditions covering extended routine threat mitigation, timely detection, characterization and response elaboration for emerging threats and anomaly/event response situationsStep 3: extended capability demonstration under fully representative conditions as agreed in the milestone review concluding Step 2 activities All underlying Information and Communication Technology (ICT) functions will be provided by the ERS-EO Element 1 Testbed.
