Expansion and renovation of Naila Clinic, 3rd construction phase - Planning services for technical equipment, system groups 4, 5 and 6, Lph 1-3, 5-9 according to §§ 53 ff. HOAI,

Significant structural measures are taking place at the Naila site of the Kliniken HochFranken. The Naila Clinic at Hofer Straße 45 in 95119 Naila will be gradually expanded and renovated to meet current requirements on the available site. The construction measure of the 1st construction phase, a new hospital building, was completed in November 2019. The 2nd construction phase, divided into a renovation of existing buildings, was completed in 2025. There is an urgent need for maintenance in the existing area of the Naila Clinic to ensure the clinic's operation for the next 15 years. However, the results of a feasibility study show that the identified maintenance effort is not in an appropriate proportion to the required investments. At the same time, previous plans for extensive expansion buildings were not feasible for financial reasons. This necessitates a new objective for the continuation of BA3: By more strongly integrating suitable existing areas, the plans for BA3 will be continued, with the scope of the expansion building being significantly more compact. Key functional areas such as operating rooms and the central sterile supply department could be concentrated in the new building, and the maintenance requirements in the existing buildings could be limited. As part of the continuation of the target planning, it is currently being clarified which functional areas from the updated space program can be sensibly bundled in the more compact expansion building and which areas can be appropriately accommodated in existing spaces. In addition, it is being examined whether there are also areas from the space program that cannot be implemented in either an expansion building or existing structures. The updated and approved space program, as well as the maintenance measures still necessary according to the feasibility study (especially regarding fire protection), must be included (see attachments). Note on planning documents: The construction phases shown in the planning status BA 1-9 are those that were defined as possible steps for maintenance measures in the feasibility study, should maintenance measures be implemented in existing buildings. A detailed survey of existing buildings is not available; the planning status of existing buildings (excluding the areas from BA2) corresponds to the available documents. // Area information: The essential object data are currently as follows: Target area FRP total: 10,556 m² Functional area BA 1/2 (target): 5,391 m² Functional area to be planned BA 3 (target): 5,165 m²* *) The scope of implementation and the division of areas into new construction and renovation of existing buildings are currently being examined as part of the target planning. The aim is to prepare the corresponding documents for the application for preliminary decision and to submit them on time in 2026. // Milestones: see attachment General schedule // Costs: The total costs of the project (KG200-600) are estimated at approx. €100 million gross, and are divided into the following breakdown of KG: KG 440: Power supply approx. €6.1 million gross / KG 450: Telecommunications approx. €2.7 million gross / KG 460: Conveying systems approx. €0.9 million gross In the course of the awarding procedure, an assumed proportion of 17.5% of the attributable costs affected by the renovation. // The services will be commissioned in stages. Initially, in the 1st commissioning stage, planning phase 1 will be commissioned. Planning phases 2-3, 5-9 will be called off in stages. There is no legal entitlement to full commissioning.
