Expansion new building full-day care Sichelschule Balingen - ELT planning

As part of the VgV award procedure, a suitable office for MEP planning ELT (plant groups 4+5) is sought for the implementation of the expansion new building of the Sichelschule in Balingen. The city of Balingen intends to build a new building on the property of the listed Sichelschule, Behrstraße 28 in Balingen, to meet the legal entitlement to full-day care for primary school children from the 2026/2027 school year. This new building will cover the missing space requirements for the primary school and at the same time be used for the care of primary school children as a full-day school. The placement of the new building, as a separate building to the east between the main building of the Sichelschule and the former teachers' residence or the adjacent Hermann-Berg kindergarten, connects the existing building ensemble, closes the courtyard, uses existing structures such as the canteen by directly "docking" onto it, and allows visual contact from the inside to the outdoor area / playground, which in turn greatly simplifies the future care situation. Delivery can be made both from below via Behrstraße and via a separate access road from above via Hermann-Rommel-Straße. To ensure the shortest possible routes and connection to the existing infrastructure, a two-story bridge connection was planned, which also creates barrier-free access to the Sichelschule via the elevator in the new building. In addition, the new building will be connected on the lower floor to the childcare rooms in the former teachers' residence by a covered walkway in the landscaped inner courtyard. In orientation to the pedagogical concept, as well as the design requirements and conditions of the location, a freestanding, partially basements 4-story new building plus attic was designed, which connects in its form and design with the listed 100-year-old school in a reserved manner, is oriented towards it and takes it into account. The design envisages a hybrid construction for the building, a mixture of reinforced concrete and timber construction, masonry, with extensive greening of the flat roof and the pitched roof is to be equipped with a PV system. The entire school campus is a listed building. The school building and the former teachers' residence are two separate cultural monuments according to §2 DschG. The Sichelschule must be "docked" to the new building with a connecting bridge, taking this into account. The connection to the old building will be carried out in detailed coordination with the monument protection authority. Due to the topography, a retaining structure will be necessary as a slope support in the direction of Hermann-Rommel-Straße. From a structural point of view, limited / confined spaces must be expected and managed for the construction site setup. The construction site or the complete measure will take place during ongoing neighboring kindergarten operations (KiGA Hermann-Berg) as well as ongoing school operations at the Sichelschule and care operations in the former teachers' residence. The planning of the architectural services is carried out by the Balingen building authority. Two funding applications have already been submitted for the new building. The building permit will be submitted in mid-2026 and made available to applicants for the 2nd phase. According to the current status, construction is scheduled to begin in spring 2027, and completion and settlement must be completed by the end of March 2029. Planning will begin immediately after commissioning. Currently, approximately EUR 6.0 million gross for cost group 300 and approximately EUR 2.6 million gross for cost group 400 are planned. The total gross floor area is approximately 1,560 m² (basement: 340 m², ground floor: 420 m², 1st floor: 300 m², 2nd floor: 290 m², attic: 205 m²). The total gross volume is 7,450 m³.
